Description
This is the third and final synopsis for an OMB Circular A-76 Cost Comparison Study for Logistics and Support Services at the Fleet Technical Support Center, Pacific (FTSCPAC). The Service Provider will operate and manage those functions that comprise the Integrated Logistics Support (ILS), and other support services, which include financial, Travel, Payroll, AIS, Administrative, Secretarial, Maintenance Documentation and Management Analysis functions. The geographical and functional scope of this effort includes San Diego, California; Pearl Harbor, Hawaii; Everett and Bremerton, Washington; Sasebo and Yokosuka, Japan and Singapore. Due to the nature of the ILS work, frequently being conducted on-board Navy ships/submarines all logisticians must be able to obtain and hold a Secret clearance as provided for in DODINST 5220.22m. The Fleet and Industrial Supply Center, San Diego, intends to issue a solicitation on or about 01 June 2001. The solicitation and any subsequent amendments resulting from this announcement will be available to interested parties via the Navy Electronic Commerce Online (NECO) Web Site http://www.neco.navy.mil It is the responsibility of interested parties to frequently monitor this web site for updates and new listings. Potential offerors will be responsible for downloading their own copy of the solicitation and amendments (if any). When deemed necessary, only electronic copies of the solicitation and supporting documentation will be provided. No paper copies will be issued. It is anticipated that the contract type will be a firm-fixed price with award fee provisions. The contract is anticipated to contain a 60 to 90 day phase- in- period, a Base period (expiring that same fiscal year), and four one year options. This acquisition will be conducted under The North American Industry Classification System (NAICS) 541330 Engineering Services, Military and Aerospace Equipment and Military Weapons which establishes a small business size standard of $20M . This procurement will be conducted as a 100% small business set-aside. This solicitation will not result in a contract if government performance is determined to be more advantageous in accordance with OMB Circular A-76 procedures. The government will not accumulate or post an electronic bidders list for this requirement. Interested parties are invited to submit "Notices of subcontracting opportunities" in accordance with FAR 5.206 or obtain potential bidders information from other commercially available resources. Contractors must sign up with the Contractor Centralized Registration (CCR) prior to receiving a contract.
