- Description
- Technical/engineering services in support of various NUWCDIVNPT Code 80 submarine torpedo programs. Anticipated efforts include: analyzing torpedo weapon systems' performance, reliability and maintainability; integrating and testing concepts for advanced signal processing, guidance, propulsion, warhead, exercise, air launch accessories, and fire control interfaces; developing algorithms, defining specific software changes, incorporating changes into torpedo processors and conducting software validations; upgrading and maintaining Test and Support Equipment and other Torpedo Program developmental hardware, software and documentation; and, designing and fabricating prototypes and evaluating them in weapon systems. Subject procurement is a follow-on to N66604-97-D-1113 and N66604-97-D-4882, both competitively awarded to Hughes Aircraft (now Raytheon Company, Poulsbo WA). Est. level of effort over five years is 392,000 hours, with performance estimated to start early JAN 2002. Types of labor categories include: Computer, Acoustical, Electrical/Electronic , Mechanical, and Systems Engineers; Scientists; Engineering Technicians; Computer Systems and Operations Analysts. Type of Contract is Indefinite Delivery/Indefinite Quantity with cost plus fixed fee provisions. Evaluation scheme is Best Value, with technical criteria of Personnel, Past Performance, and Facilities being more important than cost. Required facility clearance is Top Secret; required level of safeguarding is Secret. Solicitation is Unrestricted. Est. RFP release date is 01 MAY 2001. Service Contract Act applies. While a local liaison office is required, the place of performance is unknown. A wage determination has been obtained for Rhode Island. The Contracting Officer will request wage determinations for additional possible places of performance is asked to do so in writing by COB May 29, 2001.
