Description

The Bureau of Reclamation, Pacific Northwest Region, intends to negotiate on a sole-source basis with Navigant Consulting Inc., Rancho Cordova, CA, for engineering design services for Life Safety Improvements at its Ephrata, WA field office under the authority of FAR Part 6. These services are for items not previously anticipated under the delivery order and for re-design due to differing site conditions. It is very important to maintain the continuity from the design phase to the construction phase of this requirement. Navigant previously provided the designs with drawings stamped and signed by professional engineers. Any design or text changes to these drawings made by anyone other than the original designer voids the stamp and signature thus removing the professional responsibility and liability held by the original designer. To change contractors now would not be effective project management and would add confusion, potential responsibility and liability problems, potential delays, and added cost to the Government.
