- Description
- Amendment(1)to solicitation 1435-01-01-RP-31155. This Amendment extends the closing date of subject solicitation to May 1, 2001 (4:00PM EST). The amendment also includes a continuation of the solicitation published April 18, 2001, announcement # 50J681. Evaluation Criteria and Award Selection -- Each offeror's proposal will be evaluated according to the factors shown below. Factor A is more important than Factors B and C. Factor B is more important than Factor C. Sub-factors listed under each factor are of equal importance to each other. A. Technical Approach; 1) Understanding of the proposed work and the execution of the proposed project; 2) Discussion of timeframes, schedule, and any other issues that the Government should be made aware of; 3) Understanding of case file documentation necessary to make a determination on as to whether discrimination occurred, ability to identify insufficient case files, and ability to identify documentation required to make record sufficient; 4) Evaluation of the sample FAD for technical sufficiency; 5) The offeror's willingness to obtain an understanding and/or clarification of DCAA regulation, policy, and procedures, where necessary to understand the facts of the complaint and/or to write an acceptable FAD. B. Past Performance (to be ascertained by reference checks): 1) The offeror's successful prior experience writing FADs for a Federal agency; 2) The offeror's history of successful completion of similar projects and history of providing high-quality products and services; 3) The offeror's history of delivering the product on schedule; 4) The offeror's ability and responsiveness to solving problems without assistance. C. Personnel Qualifications: 1) Experience of the personnel who will write FADs as stated in their resumes; 2) Demonstration of the FAD-writer's understanding of Federal EEO rules and regulations, as well as Federal personnel policy and procedures. Contract Award -- Contract award shall be made to the responsible offeror whose offer(s), in conforming to this RFP, provides an overall best value to the Government, technical evaluation factors and cost considered. The Government's objective is to receive the highest technical quality FADs possible (in order to minimize the chances of the FAD being overturned on appeal), at a realistic and reasonable cost. Technical evaluation factors are more important than cost; however, between proposals that are evaluated as technically equal in quality, cost will become a major consideration in selecting the successful offeror(s).
