This modification replaces the previous message "SPECIAL NOTICE TO THE CBD dated April 19, 2001" regarding the "COMMERCIAL OPERATIONS & SUPPORT SAVING INITIATIVE" This announcement is intended to serve as notice of CECOM'S interest in submitting one or more proposals to OSD in response to the project call in support of the Commercial Operations and Support Saving Initiative dated 30 January 2001 and set out at the OSD website located at http://www.acq.osd.mil/es/dut/. CECOM hereby gives notice of its intent to do this by sponsoring meritorious proposals submitted to CECOM by industry consistent with the criteria set out at the aforementioned website. Your proposal should address all areas required or suggested at that web site and, further, should address the type of contract vehicle preferred, that is Other Transaction or FAR/DFARS contract. To be eligible for sponsorship to OSD by CECOM your proposal should address the insertion of commercial technology into a fielded Army Team Command, Control, Communications, Computers, Intelligence, Electronic Warfare & Sensors (C4IEWS) military system for the purposes of lowering the system's Operation and Support (O&S) costs. Information about Army Team C4IEWS is available on the internet at http://www.monmouth.army.mil/ CECOM, at its sole discretion, reserves the right, to determine which, if any, proposals submitted pursuant to this announcement it shall sponsor by submission to OSD. Should your proposal be sponsored and subsequently selected by OSD for further investigation, CECOM will provide notice of that circumstance and enter into negotiations with your company to establish the specific terms of the procurement vehicle which the Government elects to utilize. Should a FARS/DFARS contract be selected, that vehicle may contain options, including, but not necessarily limited to those for production quantities. While, as stated above, CECOM shall exercise its sole discretion as to which proposals it will sponsor. Your proposal should address which acquisition method preferred and all of the requirements for submitting a COSSI proposal described in the Project Call for the Commercial Operations and Support Savings Initiative document dated January 30, 2001. CECOM does not warrant that any proposal it sponsors to OSD will eventually mature into a contractual arrangement, nor does it warrant that any proposal approved for further investigation by OSD will necessarily mature into a contractual arrangement. Finally, for your proposal to be considered for sponsorship by CECOM to OSD. Your final proposal package must be received not later than 29 May 2001 2:00 PM Eastern Standard Time at USA CECOM, Attn Cay Connolly, Bldg. 1208, AMSEL-AC-CA-RT-V, Rittko Avenue, Ft. Monmouth, New Jersey 07703 an a copy of your final proposal received by the C4IEWS Equipment Manager that agreed to sponsor your project.
