- Background " This CBD announcement constitutes a notice of contract action (FAR 5.201) of a proposed contract. The F-16 System Program Office (SPO), ASC/YP, intends to issue a Request For Proposal (RFP) to begin the incorporation of Link 16, Joint Helmet Mounted Cueing System (JHMCS), Night Vision Imaging System (NVIS) and miscellaneous changes into the Block 50 production line for USAF, FY01 aircraft CC:231 and on. In accordance with the above stated requirement the contractor shall be required to perform the following tasks: 1) Revise specifications, production drawings, technical orders and other technical data as necessary to accomplish production integration and incorporate the following enhancements into F-16 production aircraft which includes the software tape M3.3+): a) Link 16, b) JHMCS, c) JHMCS Restructure and Common Data Entry Electronics Unit (CDEEU) Mux Growth, d) RF Notch Filter/Harm Targeting System (HTS) R7 (Group A), e) NVIS, f) Anti-skid Brakes, g) Aircrew Eye and Respiratory Protection, h) Maintenance-Free Battery, i) Jet Fuel Starter, and j) other directed engineering changes. 2) Support requirements shall be specifically addressed. Support equipment, provisioning, and other logistics elements are required to field a fully operationally supportable aircraft. 3) Identify government-furnished equipment requirements. 4) Delivery of three (3) retrofit kits which includes all hardware for Link-16, JHMCS, JHMCS Restructure and Common Data Entry Electronics Unit (CDEEU) Mux Growth, and RF Notch Filter/Harm Targeting System (HTS) R7 (Group A) for the first three FY01 USAF aircraft. The F-16 SPO anticipates a sole source acquisition to Lockheed Martin Company (LM Aero), Ft. Worth, Texas pursuant to 10U.S.C.2304(c)(1) no later than the 30 September 2001. Aircraft delivery would be in calendar year 2004. LM Aero has successfully demonstrated prototype and full-scale development of F-16 aircraft and has delivered over 4000 production aircraft. The purpose of this synopsis is not a request for competitive proposals. However, all proposals received within 45 days after the date of publication of this synopsis will be considered by the government. The successful contractor will be required to provide the material, factory test equipment, assembly personnel, program management, data management, hardware and software engineering, facilities, staff, and other equipment and services necessary to incorporate above listed enhancements into the Block 50 production line. In order to be considered a potential source, interested parties must submit in writing (via U.S. mail or e-mail to brian.confer@wpafb.af.mil) with the company name, point of contact, telephone number, e-mail address, company status (large or small business, or 8a), and a clear, concise and complete statement of capabilities. Sources responding should provide information concerning key management and program personnel including a resume of their previous experience and evidence of capability to perform successfully. The National American Industry Classification System (NAIC) for this procurement action is 336411. Please indicate number of employees in relation to the 1,000-person size standard, for determination of small business status. Failure to provide the above data with your response to this notice may disqualify your firm from further consideration. Information contained in this notice of contract action is for information purposes only. It does not constitute a request for proposal and is not to be construed as a commitment by the Government. All responses from responsible sources will be fully considered. However, receipt of responses will not be acknowledged. All respondents are reminded that the Government must receive all responses within 45 days of publication of this notice.
