SPORTS OFFICIALS. (i) This is a combined synopsis/solicitation for commercial services prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. Period of performance is 01 Oct 01 -- 30 Sep 02 together with four (4) one-year option periods for a total performance period not to exceed 60 months. This announcement constitutes the only solicitation. Quotes are being requested and a written solicitation will not be issued. (ii) This is a Request for Quote. (iii) Incorporated provisions and clauses are those in effect through Federal Acquisition Circular 97-4. Copies of applicable provisions and/or clauses may be obtained by calling the point of contact listed in this announcement. (iv) This RFQ is set-aside for small business. (vi) Statement of need -- Provide certified sport officials, timers, and scorers where applicable for all youth intramural and varsity sports listed in this statement of Need. This is a firm fixed price requirements-type contract. Intramural sports to be officiated and total estimated games are Flag Football; 40 games, Fall Soccer; 60 games, Winter Basketball; 60 games, Spring Soccer, 60 games, T-ball; 50 games, Baseball, 40 games, Girls Softball; 30 games and Summer Basketball; 35 games. Intramural Youth Sports Officials are needed for Varsity Basketball; 15 games and Varsity Baseball; 20 games. Varsity level play is teens ages 13-17 years of age. The performance period shall be as following: Flag Football Sep-Oct, Fall Soccer Oct-Dec, Winter Basketball Dec-Feb, Spring Soccer Mar-Apr, T-ball May-Jun, Baseball May-Jun, Girls Softball May-Jun and Summer Basketball Jun-Aug. Varsity sports seasons are as indicated: Basketball Dec-Mar, Jun-Jul and Baseball May-Aug. The number of officials per game required is Flag Football 2 officials and 1 downs keeper, Fall Soccer 1 official, Winter Basketball 2 officials, 1 timer and 1 scorer, Spring Soccer 1 official, T-ball 1 Official, Baseball 2 officials and 1 scorer, Girls Softball 2 officials and 1 scorer and Summer Basketball 2 officials, 1 scorer and 1 timer. Varsity Sports are as indicated Basketball 2 officials, 1 scorer and 1 timer, Baseball 2 officials and 1 scorer. The following rulebooks will be observed, except where amended by local base bylaws will govern play for youth intramural and youth varsity sports game. Flag Football; American Flag Football Rules, Fall Soccer; State high school rule book, Winter Basketball; State high school rule book, Spring Soccer; State high school rules book, T-ball; local by-laws, Baseball; Dizzy Dean rule book; Girls softball; Amateur softball rule book (ASA), and Summer Basketball; State high school rule book. The following information is provided pertaining to this statement of need. The contractor will be responsible for providing a rules and floor position clinic for each individual sport listed above for all officials. The youth sports department shall provide the contractor with a schedule of all games seven working days in advance. The schedule will include dates, times, locations, home team and visiting team. The contractor shall be given a one and one-half hour notice if a game is canceled or forfeited, if notification is given no payment will be made for the first game or any preceding games. If notification is not given, payment will be made for the first game only and no other preceding games. The contractor pay per game will be adjusted if the number of officials/scorekeepers is not available prior to the start of game. (vii) Statement of work -- SCOPE OF WORK: The contractor shall provide certified officials for a variety of sports. The contractor shall comply and abide by all policies as set forth in this contract. RULES: The contractor must ensure that all officials, scorers, and timers are knowledgeable of the rules, playing fields, markings and guidelines governing each sport. Contractor must provide proof of certification of each official, and an employee listing. The contractor will also be responsible for conducting a rules clinic for intramural coaches and officials for each individual sport. The following is a list of the sports and the rules that shall govern them: Softball -- Amateur Softball Association, Basketball -- National Collegiate Athletic Association, Flag Football -- NIRSA, Volleyball -- United States Volleyball, Soccer -- FIFA. The Fitness Center may amend rules as necessary. The contractor will be provided a copy of the by-laws. The officials will be responsible for administering these by-laws in all sports competitions. The contractor will be responsible for providing the officials and Fitness Center Director with the appropriate rulebook governing each sport. SCHEDULING: The contractor will ensure that all games are staffed by the specified number of certified officials. The Fitness Center will supply the contractor with a game schedule, no later than one-week prior to the start of the sport or special event. The Fitness Center has the right to inform the contractor when an official(s) will not be allowed to officiate games due to lack of knowledge of rules on court/field conduct, on court/field personal presentation, or any other conduct deemed inappropriate by the Fitness Center. The schedule will include game, date, times, and location. All officials and scorers will be required to arrive at least 15 minutes prior to game time. Contractor payment per game will be adjusted if the specified number of officials is not available for the start of the game. REQUIRED OFFICIALS: The number of officials and scorers required, per game or match, is as follows: Intramural Basketball -- 2 officials, 1 scorer, 1 timer; Intramural Volleyball -- 2 officials, 1 scorer/timer; Intramural Softball -- 2 officials, (ASA Approved) and 1 scorer; Intramural Flag Football -- 4 officials, 1 downs keeper; Intramural 5 on 5 Soccer -- 2 officials; Intramural 3 on 3 Basketball -- 1 official, 1 scorer/timer. TOURNAMENTS: The contractor, when requested, shall supply the number of officials, scorers, and timers as required for the following tournaments: Flag Football playoff -- 4 officials, 1 downs keeper; Basketball playoff/Club Sports Event -- 3 officials, 1 timer, 1 scorer; Softball playoff -- 3 umpires, 1 scorer; Volleyball playoff -- 2 officials, 1 scorer; 5 on 5 Soccer playoff -- 2 officials; 3 on 3 Basketball playoff -- 1 official, 1 scorer/timer. DRESS AND APPEARANCE: The contractor will ensure that all officials will meet the proper and professional dress codes as stated below: Basketball: black and white striped shirt, black pants, black non -- marking shoes, black socks. Football: black and white striped shirt, black pants/shorts. When shorts are worn all officials will wear white socks, black shoes, and black cap. (All officials will wear like uniforms). Volleyball: White-collar shirt (polo), black pants, black shoes, and black socks. Softball: ASA uniform. Soccer: Black shirt with white collar and cuffs (if long sleeves are elected), black shorts, black stockings with contrasting trim, and shoe that are primarily black. All officials shall wear an alternate shirt of the same color if colors or styles are in conflict with those worn by the competing teams. It is permissible for officials to wear a cap. FORFEITED GAMES/MATCHES: The contractor will be given a minimum of two hours notice in the event a game/match must be forfeited or rescheduled. If a two-hour notice is given, no payment will be made; if a two-hour notice is not given, 100% of the original fee will be paid for that game/match only. CANCELED GAMES/MATCHES: The contractor will be given a minimum of two hours notice in the event a game/match must be canceled or postponed. If a two -- hour notice is given, no payment will be made; if a two-hour notice is not given, 100% of the original fee will be paid for the first game/match only. Rained Out Games/Matches: In the event that the games must be canceled due to rain or bad weather conditions, the contractor will be notified as soon as a decision is made by the Fitness Center. It is the responsibility of the contractor/officials/umpires to contact the Fitness Center during bad weather conditions. If the games/matches are in progress and the officials are at the playing field when bad weather exists, the officials will only be paid for those games played and in progress. Rescheduled Games/Matches: The contractor will be required to make rescheduling adjustments when given a minimum of two hours notice. Protested Games/Matches; Games protested for misinterpretation of the rules by the officials will be re-played at no charge to the Fitness Center. Playing Season: The playing season for each individual sport is as follows: Basketball: January -- February, Volleyball: March to April, Soccer: April -- May, Softball: May -- June 3 on 3 Basketball: June -- July, Flag Football: September to October, Special Events: Year Round. NUMBER OF GAMES: The number of games listed below are subject to change due to reduction of the season decrease/increase in teams, and the possibility of the sport being eliminated due to no participation. Basketball -- 200, Soccer -- 90, Volleyball -- 145, Football -- 130, 3 on 3 Basketball -- 90, Softball -- 150. Wage Determination Number 94-2295, Dated 02/21/2001, revision (17) is incorporated. A copy will be provided upon request. (viii) This commercial acquisition incorporates the following clauses and provisions: 52.212-1, Instruction to offerors -- Commercial, Addenda to 52.212-1 Incorporates the statement "All references to "offer" and "offeror" are hereby changed to read "quote" and "quoter" respectively," paragraph (a) The NAIC code is 611620, size standard is $5 million. Quotes will be evaluated according to lowest responsible, responsive quote. 52.212-4, Contract Terms and Conditions -- Commercial Items. Addenda to 52.212-4, Contract Terms and Conditions, incorporate the statement "All references to "offer" and "offeror" are hereby changed to read "quote" and "quoter" respectively." Addenda to paragraph (c) Changes: Add the following sentence "a unilateral modification for administrative changes such as changes in paying office, appropriation date, etc." is authorized. Clause 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders -- Commercial Items, applies to this acquisition. The additional FAR clauses: 52.222-36, Affirmative Action for Workers With Disabilities; Service Contract Act of 1965; as Amended; 52.222-42, Statement of Equivalent Rates for Federal Hires; 52.222-47 SCA Minimum Wages and Fringe Benefits Applicable to Successor Contract; 252.225-7001, Buy American Act and Balance of Payments Program. All quoters shall include a completed copy of 52.212-3, Offeror Representations and Certification -- Commercial Items, which applies to this acquisition found in 52.252-2, Clauses Incorporated by Reference, states "As prescribed in 52.107(b), insert the following clause: Clauses Incorporated by Reference (Feb 1998). This contract incorporates one or more clauses by reference, with the same force and effect as if they were given in full text.
