Description
The National Institute of Standards and Technology (NIST) intends to negotiate on a sole source basis with Mr. Thomas Souders, Frederick, Maryland for technical assistance services. The contractor shall: 1)Develop improved measurement capability in the area of ac current and ac current ratio, 2)Assist in developing accurate signal processing procedures to enhance and extend the performance of NIST Sampling systems, and 3)Assist in development of improved IDDQ testing of digital integrated circuits. This work shall primarily be conducted on-site at the NIST Gaithersburg Laboratories, though some of the work may be done off-site and some travel may be required. The period of performance shall be one year from date of award. There is also two additiional one year option periods to perform similar work. This is a sole source with Mr. Sounders because he is the only person qualified to complete the work in the time required. He is a recognized expert in the field of ac current measurements, including the design and measurement of current transformeers, current comparators, and ac current-viewing resistors. His designs for calculable ac resistors, wide band current transformers and standard current comparators have all been used as reference standards in various NIST measurement services. He is intimately familiar with the NIST sampling systems in question, having led their development. His is a joint developer of HELP, a powerful mathematical approach for optimizing the testing of mixed-signal integrated circuits and other complex electronic devices. Interested persons may identify their interest and capability to respond. This notice of intent is not a request for competition. However, all proposals received within 30 days of this publication shall be considered by the agency. Information received shall normally be considered solely for the purpose of determining whether to conduct a competitive requirement. A determination by the Government not to compete this requirement based upon the responses received is solely within the discretion of the Government. See Note 22 and 26.
