- The Agency for Substance Abuse and Mental Health Services Administration (SAMHSA), Center for Mental Health Services (CMHS) through the Program Support Center, plans to award a 6 month sole source simplified acquisition to the National Mental Health Association Of Georgia. The anticipated date of award is May 14, 2001. BACKGROUND: The Center for Mental Health Services (CMHS) provides national leadership for policies, programs, and activities designed to improve mental health treatment and prevention services for adults with mental illness and children with serious emotional disturbances and their families. Today, the CMHS is guiding a service system in transition, stimulating capacity at the national, state, and local levels to improve and enhance mental health treatment and support services, to promote prevention, and to foster the healthy mental health of all americans. The CMHS works to develop, implement, and evaluate state-of-the-art approaches to meet the most challenging mental health service issues for children, adolescents, and adults. The goal of this procurement is to produce a document detailing the outcomes of the 2001 Rosalynn Carter Georgia Mental Health Forum, entitled Youth At Risk. Mrs. Rosalynn Carter is hosting the conference. SCOPE OF WORK: A. General Requirements: 1. The Contractor shall furnish all necessary work, consultants, equipment, and services (except as otherwise specified herein), and perform the work set forth. 2. All work under the Contract shall be monitored by the Project Officer. 3. All products submitted under the contract shall be the sole property of the Federal Government and may not be published or utilized separately by the contractor without the express approval and concurrence of the Project Officer; the Contractor will receive appropriate attribution as the author. B. Purpose/General Objective: The purpose of this procurement is to hold an internet video cast forum that will: (1) identify the needs of children and youth with serious emotional disturbances at risk for incarceration in the juvenile justice system and their families; (2) identify barriers to improving services for children in the custody of the juvenile justice system and strategies to overcome these barriers; (3) disseminate these findings to comparable States struggling with similar issues. C. Specific Requirements: The Contractor shall carry out the following tasks to ensure the completion of this contract: Task 1 The Contractor shall meet with the Project Officer and staff from the Carter Center to develop a work plan and time line to accomplish the tasks identified in this procurement. Task 2 The Contractor shall hire a writer, approved by the Project Officer, to oversee the development and production of the report. Task 3 The Contractor shall arrange for the facilitation and transcription for each session of the Forum, and may use computerized technology. Task 4 The Contractor shall make certain that each speaker provides a written copy of his/her presentation for incorporation in the final proceedings. Task 5 The Contractor shall revise the drafts and transcripts into coherent articles. The Contractor shall send the articles to the Project Officer and to the speakers for their comments, revise the articles based on feedback from the Project Officer and the speakers, and obtain permission to print the articles from the various speakers. Task 6 The Contractor shall arrange for proofing and finalizing the comprehensive proceedings prior to publication and dissemination of the final document. Task 7 The Contractor shall develop a dissemination plan, camera-ready copy of the report, and comprehensive mailing list, approved by the Project Officer prior to the mailing of the document. Task 8 The Contractor shall submit a complete report of this project to the Project Officer to include, among other items, recommendations for improving the process of producing a similar document in the future. The proposed simplified acquisition is for services for which the Government intends to solicit and negotiate with only one source Under authority of Far 6.302. Interested persons may identify their interest by responding to the requirement within 10 days after the date of publication of this notice. A determination by the Government not to compete this proposed simplified acquisition based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. No solicitation is available.
