Description

VA VISN 22 Network Business Center intends to negotiate a commercial (FAR Part 12) sole source contract with Time Warner Telecom under the authority of FAR 6.302-1. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 97-24. Only one responsible source and no other supplies or services will satisfy agency requirements. A justification for other than full and open competition is being prepared in support of this acquisition. This procurement is to sustain existing internet service for Jerry L. Pettis Veterans Hospital, Loma Linda, CA. The procurement will specifically provide for the following services between the Jerry L. Pettis Memorial VA Medical Center in Loma Linda, CA and Time Warner's hub in Rialto, CA (a) continuation of existing internet service via two (2) DS1 transport circuits; (b) one (1) 1SDN PRI T-1 (23B&1D channel); (c) one (1) block of ten (10) direct, inward-dial telephone numbers; and (d) monthly line service for the foregoing. The Government intends to award a firm, fixed price contract for base year, with option for four (4) years beyond base year. Interested persons may identify their interest and capability to respond to the requirement or submit a proposal. This notice is not a request for competitive proposals. All proposals received by 3:00 P.M. Pacific Daylight Time, April 27, 2000, will be considered by the Government. A determination by the Government not to compete this proposed contract based on responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.
