- Description
- The Drug Enforcement Administration/Office of Acquisition Management (DEA/FAC), Alexandria, VA, intends to negotiate a cost reimbursement plus fixed fee contract on a competitive basis for DEA _Firebird_ Enterprise Operations Services. This is a full and open competitive solicitation. Issuance of the solicitation is anticipated on or about April 23, 2001. The RFP will be distributed solely through the DEA_s Acquisition web page at www.dea.gov, then click on the _Acquisitions_ button. Hardcopies of the RFP itself will not be available. Potential offerors will be responsible for downloading their own copy of the solicitation and amendments (if any). It is the offeror_s responsibility to monitor this site for the release of the solicitation and any amendments. In order to download the full solicitation, offerors will have to be on an electronic bidders_ list found at the Acquisitions site. The proposed contract will have a period of performance of one year and 4 one-year option periods. Project _Firebird_ provides a technology solution for DEA personnel to perform mission essential office automation tasks, including email, file and print services, word processing, presentation graphics, spreadsheets, fileroom access, intranet services, mainframe access, local database and specialized applications. The Contractor shall provide Enterprise Administration, Operations, and Engineering services in support of the DEA_s worldwide Firebird system. The Contractor shall monitor the operation of the Firebird system, resolve problems, and develop/deploy additional services to enhance DEA_s Enterprise Management System (EMS). This involves using the DEA_s existing family of enterprise administration tools that includes: the Tivoli products suite, NT Online Tools, CiscoWorks, CyLink_s Privacy Manager, custom tool configurations, custom scripts, and others. Engineering services include integration of COTS products as well as the design, installation, and implementation, and maintenance of custom software for the EMS. This includes continued enhancement of the DEA_s overall Tivoli configuration, Tivoli Application Performance Management, Tivoli Distributed Monitoring for Windows, Tivoli Inventory, Tivoli Manager for Microsoft Windows, and many others. Knowledge in the following will be required: operation of large scale enterprise class distributed systems, enterprise oriented Windows NT and Windows 2000 server configurations, Windows 95 and Windows 2000 based workstations, enterprise electronic mail (Exchange), enterprise communications equipment configurations, the Tivoli family of products, and the Peregrine trouble ticket product. To be eligible for contract award, the following Technical Evaluation Criteria will be used to evaluate proposals: Technical Capability to perform the tasks listed in the SOW as demonstrated through a written technical proposal reflecting knowledge of the tasks required in the SOW and a written sample task response to determine the quality and potential effectiveness of the approach; key personnel (to include appropriate certifications/experience and an appropriate company retention plan), past performance for both Enterprise Operations and Engineering, a Small Disadvantaged Business Plan, and a Transition Plan from current services to those that will be provided under this contract. In addition, for those offerors in the competitive range, they will be required to demonstrate their knowledge through an oral presentation and use of a sample task which will be provided during the oral presentation. Offerors must demonstrate their ability to obtain personnel who can successfully complete a DEA SENSITIVE background investigation prior to performance under the contract. See Note #26
