Description

This is a combined synopsis/solicitation for noncommercial services prepared in accordance with the format in FAR Subpart 13, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Solicitation number N00164-01-Q-0171 applies and is issued as a request for quotation (RFQ). The proposed contract is NOT set-aside for small business concerns. This requirement is being solicited on a Sole-Source basis from Ensign Bickford Company in Simsbury CT because all drawings and specifications are proprietary to Ensign Bickford. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 97-24 and DCN 20001213. The North American Industry Classification System (NAICS) Code is 541330 and the business size standard is $20.0 (annual revenues). This requirement is as follows: CLIN 0001 1 EA Provide system engineering, operations research, and design support to assist with engineering and operational analyses of requirements, testing, integration, and logistics for various detonating cord systems in accordance with the attached statement of work, CDRL's and DID's, (SEE LINK). Delivery is required F.O.B. Destination within 20 weeks after award. Final inspection will be at NSWC CRANE. Quotes that are non-compliant with any material requirement of this solicitation may be rejected without further consideration for award. All responsible sources may submit a quote that will be considered by the Agency. A Firm-Fixed Price purchase order will be awarded using Simplified Acquisition Procedures.
