- SOURCES SOUGHT THIS IS A MARKET SURVEY FOR WRITTEN INFORMATION ONLY. THIS IS NOT A SOLICITATION ANNOUNCEMENT FOR PROPOSALS AND NO CONTRACT WILL BE AWARDED FROM THIS ANNOUNCEMENT. NO REIMBURSEMENT WILL BE MADE FOR ANY COSTS ASSOCIATED WITH PROVIDING INFORMATION IN RESPONSE TO THIS ANNOUNCEMENT AND ANY FOLLOW-UP INFORMATION REQUESTS. NO TELEPHONE CALLS REQUESTING A SOLICITATION WILL BE ACCEPTED OR ACKNOWLEDGED. THERE IS NO SOLICITATION AVAILABLE AT THIS TIME. THIS IS A MARKET SEARCH WHEREBY THE GOVERNMENT IS SEEKING WRITTEN INFORMATION ONLY. RESPONSES SHALL NOT EXCEED 25 PAGES. STANDARD COMPANY BROCHURES ARE NOT DESIRED. INFORMATION SHOULD FOCUS ON THE CAPABILITY TO THE TECHNICAL SERVICES IDENTIFIED BELOW. The Environmental Protection agency is performing a market search for a contractor to provide a National Assessment to determine the U.S. emission reduction impacts of photovoltaic (PV) generated electricity when PV systems are installed as power supplies for buildings. The national assessment will be based on data provided by existing PV systems that have been installed at various sites throughout the U.S. The sites will be selected to affect a meaningful statistical data set based on solar irradiance and utility power plant emission profiles. These data sets will be augmented, if needed, by results generated by simulated PV output profiles from incident solar irradiance and temperature considerations. The applicable NAICS Code is 541330 with a size standard of 2.5 million.. EPA intends to award a Cost Reimbursement type contract with a period of performance approximately 12 months. Small businesses must demonstrate the ability to provide at least 51% of the labor in the event a determination is made to make this a small business set-aside. Interested parties must demonstrate experience in the following areas: The firm must demonstrate: 1. Experience in pertinent technical areas, education and experience of key personnel. 2. Experience and familiarity with PV technology in development, design, application, operation, and pertinent technical issues. 3. Ability to conduct data analyses -- technical approach in meeting project objectives. ANY INTERESTED FIRMS SHOULD SUBMIT A CAPABILITY STATEMENT WHICH DEMONSTRATES THE ABILITY TO PROVIDE THE REQUIREMENT DISCUSSED ABOVE. FIRMS SHALL INDICATE THEIR SIZE STATUS FOR THE SIC CODE IDENTIFIED ABOVE (LARGE, SMALL, 8(a)). CAPABILITY STATEMENTS SHALL BE SUBMITTED NO LATER THAN 5/07/01.
