Description
17. This is a modification to original notice submission No. 50E7Q8 dated February 27, 2001 and modification submission No. 50G0H6 dated March 13, 2001. Please note the contract specialist has changed from Kevin Vo to Jennifer Hill. The Naval Air Warfare Center Aircraft Division intends to contract on an other than full and open competition basis with Raytheon (Raytheon Systems, 2501 W. University, McKinney, TX 75070; POC MR. Mack Moorman (972) 952-4723) for the procurement of an AN/APS-137C(V)5 radar Interface Converter (IC) Weapons Replaceable Assembly (WRA) that is modified for installation in the S-3B Surveillance System Upgrade (SSU) aircraft. The SDC is a derivative of the SDC in the P-3C AIP AN/APS-137C(V)5 radar that has been internally modified to support the unique video interface requirements of the S-3B SSU aircraft. This effort will consist of interface development, fabrication and aircraft interoperability testing of the SDC to ensure conformance of the SDC within the S-3B SSU radar environment. The estimated period of performance for this effort is 15 months basic + an additional 15 months for each option exercised.. The proposed contract shall also include the following Optional Items that may be procured by the Navy. The optional items consist of the following: a Radar Set Control Interface, Radar Set Control and a Signal Data Converter WRAs with interfaces that are developed to be interoperable with the S-3B SSU aircraft. Raytheon Systems Company is the original equipment manufacturer of the APS-137C(V)5 radar that has been modified to operate in the S-3B Surveillance System Upgrade (SSU) aircraft. The estimated dollar value of this effort (inclusive of options) is $950K. This is not a solicitation. No RFP will be issued on the basis of this Notice of Intent. If sufficient competition warrants, a formal RFP will be issued. Response to this Notice of Intent to negotiate with Raytheon Systems Company should be submitted no later than 15 days from the date of this synopsis to Contracting Officer Code 2.5.1.4.2, Naval Air Warfare Center, Aircraft Division, Patuxent River, Maryland 20670-1463. Submitted responses should include, but are not limited to, the following information: Previous work experience in the area of AN/APS-137C(V)5 radar Signal Data Converters (SDCs) Weapons Replaceable Assembly (WRA), and modifications of these systems for installation in the S-3B Surveillance System Upgrade (SSU) aircraft. In addition to the above, interested parties should address their experience with interface development, fabrication and aircraft interoperability testing of the SDC to ensure conformance of the SDC within the S-3B SSU radar environment.
