Description

The Child Care Bureau and the Office of Planning, Research and Evaluation, both in the Administration for Children and Families through the Program Support Center of the Department of Health and Human Services, have a requirement for a seven (7) year research and development contract to conduct an evaluation of selected child care projects. This is a multi-year and multi-site study of national scope requiring rigorous experimental designs, highly specialized measures development, and sophisticated evaluation techniques to be performed by experienced experts in a range of highly specialized areas. The contractor will be expected to work with a large number of States, and deal with large sample sizes so that specific subgroups and variables of interest can be studied. The goal of the multi-site evaluation is to increase our knowledge about the efficacy of policies and programs related to child care subsidies in providing positive outcomes for children and helping low-income families obtain and retain work. Topics related to subsidized child care are defined broadly and may include eligibility limits and periods, provider reimbursement rates, family co-payments, caregiver background checks, monitoring, incentive payments to encourage specialized care, training requirements, and other topics of interest.
