- This notice is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. This procurement is being conducted under the Simplified Acquisition Procedures (SAP). NASA/GSFC intends to purchase two each Calibration References with the following specifications: 1. Size: Approx. 16 x 24 x 3.5 inches with rounded corners 2. Frequency Range: 6.5 GHZ to 93 GHZ. 3. Emissivity: 0.9999 minimum over frequency range (0 to 15 degrees incidence) 4. Type: asborber coated aluminum core pyramial array; not more than 2 tiles per target 5. Testing: return loss testing to verify emissivity of the calibration targets shall be performed and data provided. 6. Return loss testing at: 6.6 GHZ, 11 GHZ, 22 GHZ, 37 GHZ, 50 GHZ, and 90 GHZ at incidence angles of: 0 degrees (NADIR) and 15 degrees. Accommodations for the following shall be provided: Temperature sensors: wire channesl and sensor pockets shall be provied on the flat (back) side. Heaters: each target shall have a flat heater element to provide uniform heating across the back of the target. Any gap between traces on the heating element and between the edges of the target and heating element shall be less than 0.6 inches. Mounting Locations: a minimum of 16 mounting holes shall be provided per target; stainless steel inserts must be installed in the mounting holes. If a target consists of 2 tiles, then a means of connecting the tiles shall be provided in a manner that provides thermal conduction sufficient to provide temperature uniformity between the two sections to within 0.05 degrees C. The NAICS Code for this procurement is 334513 . The quoter shall state in their quotation their size status for this procurement. All qualified responsible business sources may submit a quotation which shall be considered by the agency. Delivery to Goddard Space Flight Center is required within 180 days ARO. Delivery shall be FOB Destination. The DPAS rating for this procurement is DO-C9. Quotations for the items(s) described above are due by 4:00 pm May 25, 2001 and may be mailed or faxed to Debbie Bittner, Code 219 Goddard Space Flight Center, Greenbelt, MD 20771, Fax 301-614-5619 and include, solicitation number, FOB destination to this Center, proposed delivery schedule, discount/payment terms, warranty duration (if applicable), CAGE Code, taxpayer identification number (TIN), identification of any special commercial terms, and be signed by an authorized company representative. Quoters are encouraged to use the Standard Form 1449, Solicitation/Contract/Order for Commercial Items form found at URL: http://procure.arc.nasa.gov/Acq/Forms/Index.html to submit a quotation. If the end product(s) quoted is other than domestic end product(s) as defined in the clause entitled "Buy American Act -- Supplies," the quoter shall so state and shall list the country of origin. Selection and award will be made to the lowest priced, technically acceptable quoter. Technical acceptability will be determined by information submitted by the quoter providing a description in sufficient detail to show that the product quoted meets the Government's requirement. Unless otherwise stated in the solicitation, for selection purposes, technical, price and past performance are essentially equal in importance. It is critical that offerors provide adequate detail to allow evaluation of their offer (see FAR 52.212-1(b). Quoters must provide copies of the provision at 52.212-3, Offeror Representation and Certifications -- Commercial Items with their quote.
