- Description
- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. FAR Subpart 13.5, "Test Program for Certain Commercial Items" applies. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. Solicitation N61339-01-T-0034 is issued as a request for quote and incorporates the provisions and clauses in effect through Federal Acquisition Circular 97-24. This solicitation is a 100 percent set-aside for small business. The NAICS Code for this solicitation is 541330 with a size standard of 20 Million. The following statement of work (SOW) applies: The U. S. Army Simulation, Training and Instrumentation Command (STRICOM) has an immediate need for Value Services to include but, not limited to, Value Methodology Work Studies (VMWS), Value Methodology Workshops (VMW), and General Support (GS) labor. Respondents shall have qualified/certified staff to conduct a minimum of one VMWS with a maximum of eight, and a minimum of one VMW with a maximum of eight per fiscal year. Expect respondent's quote to include ten hours of VMWS pre-planning support for each Work-Study and forty hours of VMW pre-planning support before each Workshop. Expect respondent's quote to include five hours for each VMWS and ten hours for each VMW post-event follow-up as required. The winning respondent shall be required to post results of Work Studies/Workshops to the STRICOM VE webpage within five days of the end of the event. Winning respondent shall provide a digital final report on the proceedings of each Work Study/Workshop posted to the STRICOM VE webpage within twenty days of the end of the event. Respondents shall have a demonstrated history over the last five years of successful Value work to include examples of VMWs performed and return on investment (ROI) for each effort. STRICOM requires that the Workshop process be certified through the Society of American Value Engineers -- International (SAVE-I). These Workshops are to be facilitated by a Certified Value Specialist (CVS) as recognized through SAVE-I. Successful respondents shall have demonstrated technical expertise and familiarity with simulations, simulators and trainers relative to Army products. Respondents shall have a proven understanding of the Federal Acquisition Regulations (FAR) Part 52.248-1. This includes a successful record of accomplishment in Value Engineering Proposals (VEP) and Value Engineering Change Proposals (VECPs) that have been implemented as a result of the Work Studies and/or Workshops. The respondents shall demonstrate their flexibility and responsiveness in supporting the STRICOM Value Engineering Manager, as support labor requirements shall be as required. General Support Labor to be quoted as 0.5 man-years. The period of performance for this contract shall be for one year with four one-year options. The contract will be an Indefinite Requirements Contract and all work will be issued via Task Order. End of SOW. Delivery shall be made in accordance with the SOW and individual task orders. Acceptance shall be made at destination upon delivery. Delivery shall be made FOB Destination. The following FAR/DFARS provisions and clauses apply to this acquisition: 52.212-1, 52.212-2, 52.212-3, 52.212-4, 52.212-5, 252.2121-7001. The following evaluation criteria shall be used as addenda to FAR 52.212-2(a): Evaluation criteria: Contractor selection shall be based on the evaluation of quotations against three factors. The factors in their order of importance are Technical, Past Performance and Price. Options. The Government will evaluate options for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the options(s). A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer's specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award. The Government intends to make an award to the responsible firm whose quotation conforming to this solicitation provides the best value, price and other factors considered. Quotes shall include the following information to support past performance evaluation: Name, address, telephone number and point of contact for each Federal, state or local government, or private contract where you performed work similar to or the same as the work identified in this RFQ during the last five years. The following subparagraphs of FAR 52.212-5(b) apply: (1), (5), (7), (11), (12), (13), (14), (15), (23). The following subparagraphs of FAR 52.212-5(c) apply: None. The following additional clauses apply and are added to FAR 52.212-5: 52.217-8 "Option to Extend Services Nov 1999." The time period for contractor notification will be 60 days. 52.217-9 "Option to Extend the Term of the Contract (Mar 2000)." (a) is 60 days from contract expiration; (c) is five years. The following clauses of DFARS 52.212-7001(a) and (b) apply: 252.225-7001, 252.243-7002, 252.247-7023. A completed copy of the following must be included with each quote: FAR 52.212-3, DFARS 252.212-7000. The following clauses also apply: DFARS 252.204-7004, "Required Central Contractor Registration."
