Description

NOAA, Southwest Fisheries Science Center (SWFSC), requires a contractor to provide personnel to collect photo-identification data on humpback, blue, fin and sperm whales during summer/fall along the coasts of California, Oregon, and Washington. Emphasis shall be on humpback and blue whales, with data being collected on the other two species on an opportunistic basis. In addition to providing personnel, the contractor shall provide a boat, fuel, safety equipment, all film and camera equipment needed to perform the work. In 2001, the contractor shall provide personnel, film and camera equipment for an at-sea collection of photo-identification data on a planned 120-day SWFSC line-transect survey of waters off California, Oregon and Washington. In addition, analyses of humpback and blue whale photo-identification data shall include: Year 1, the contractor shall estimate the population size of humpback whales in this feeding area using mark-recapture techniques by comparing the 2001 sample of identification photographs with photo-ID samples from previous years. The contractor shall estimate the population size of blue whales in this feeding area using mark-recapture techniques by comparing the 2001 sample of ID photos taken from the off-shore SWFSC ship survey with photo-ID samples taken from near-shore small boat surveys in 2001 and in previous years. Year 1 field work shall be from 7/1/01 -- 11/15/01 and analysis and report writing shall be 11/15/01 -- 5/31/02. The requirement will be for 1 base year and two one-year options. All responsible offerors may submit a proposal to the Agency.
