- Description
- The U.S. Agency for International Development (USAID) is soliciting proposals for its technical assistance requirement to promote environmental programs for The Center for Environment (G/ENV), Office of Energy, Environment and Technology. This procurement will be implemented through the award of Task Order-based, Indefinite Quantity Contracts (IQCs) to acquire quick-response, short-, medium-, and long-term advisory services and technical assistance. Programmatically, technical assistance will fall within the following general technical areas: (1) Fossil Fuel Sectors: Oil and Gas, Coal; (2) Renewable and Alternative Energy Sources; (3) Energy Sector Reform: Planning, Restructuring, Regulatory Development, and Privatization; (4) Regional Energy Planning and Trade; (5) Energy Efficiency, Utility Management, and Environmental Resource Management; (6) Transportation; (7) Rural Energy Services; (8) Climate Change; and (9) Technology Transfer. USAID intends to award not more than three (3) awards based upon full-and-open competition and one (1) award under the U.S. Small Business Administration 8(a) program. The NAICS Code for this procurement is 541611. The subcontracting goal with small business is ten percent (10%) of the total value of the contract. Subcontracting with small business concerns and socially and economically disadvantaged entities: USAID encourages maximum participation with small business, veteran-owned small business, service-disabled veteran-owned small business, HUBZone small business, small disadvantaged business, and women-owned small business concerns. It is anticipated that the prime contractor will make maximum practicable use of such entities. The Small Business Subcontracting Program, pursuant to FAR 52.219-9, is required for the (overall) resultant IQC contract(s). To help identify potential subcontractors, a list of all organizations requesting a copy of the Request for Proposals (RFP) will be included as an attachment to the solicitation. By providing the list, USAID does not endorse the listed organizations as being capable of carrying out the activity, nor does USAID verify the claimed status of the organizations. Necessarily, the list will contain the names of only those organizations known prior to the issuance of the solicitation document. Interested parties may request a copy of RFP No. M/OP-01-771 by submitting a written request addressed to the contact person listed below. The RFP will be mailed not less than 15 days after publication of this notice. Requests for copies of the RFP should be made in writing to the contact person. RFPs requested will be mailed through the U.S. Postal Service. Please do not submit more than one request per organization, additional requests may not be honored. The preferred method of distribution of USAID procurement information is via the Internet or by request of a solicitation on a 3.5" floppy disk (Microsoft Word 6.0 format).
