Description
The Agency for Substance Abuse and Mental Health Services Administration (SAMHSA), Center for Substance Abuse Treatment (CSAT). Through the Program Support Center plans to award a 2 month sole source simplified acquisition to Harold Pincus. The anticipated date of award is May 14, 2001. The objective of this contract is to assist CSAT and other collaborators (SAMHSA and NIAAA) to develop and refine a plan to implement and evaluate the CCM developed for recognizing and treating alcohol problems, abuse and dependence in primary care settings. The work proposed will provide guidelines for adaption and implementation of the model in the field and develop an evaluation plan which evaluates implementation of the prototype in the field. The Contractor shall be responsible for but not limited to the following: All reports, statistics, or tables produced under this project shall be the property of the Federal government, which includes the Center for Substance Abuse Treatment (CSAT), the Substance Abuse and Mental Health Services Administration (SAMHSA), and the National Institute on Alcohol Abuse and Alcoholism (NIAAA).. SAMHSA, CSAT, or NIAAA may utilize, print, or disseminate such material without further charge. The Contractor shall meet with the Project Officer and key collaborators to discuss a plan for implementation of the CCM for management of alcohol problems in collaboration with the treatment field. Solicit additional input from experts in the field (expert panel and others) for implementation of the model and to respond to questions that have emerged in the course of developing the model. Develop guidelines for implementation of the model in the field and submit to the Project Officer. The proposed simplified acquisition is for services for which the Government intends to solicit and negotiate with only one source under authority of Far 6.302. Interested persons may identify their interest by responding to the requirement within 10 days after the date of publication of this notice. A determination by the Government not to compete this proposed simplified acquisition based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. No solicitation is available.
