- Description
- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format of FAR Subpart 12.6, as well as the supplemental information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued. This solicitation number DADA10-01-T-0069 is issued as a request for quotation (RFQ). The solicitation document and incorporated applicable provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 97-23. This acquisition is being conducted as full and open competition. The associated code under the North American Industry Classification System (NAICS) is 511110, size 500 employees. Fort Sam Houston has a requirement for a weekly newspaper publication contract. The Government anticipates entering into a five-year (base year with four option years) contract. The anticipated award date is on or about May 1, 2001. The resultant contract will be a single award. Publication circulation will be approximately 10,000 copies per week. The Fort Sam Houston Public Affairs office will proofread all editorial and advertising material incorporated into the newspaper to check for security and accuracy of its content. The contractor shall be responsible for paste-up of each page, and printing the newspaper. The newspaper will be printed and mailed at no cost to the government. All revenue the contractor receives from the sale of advertising in the newspaper shall constitute the contractor's full payment. Contractor agrees to mail up to 100 copies of the "News Leader" to addresses provided by the Public Affairs Office, to include the mandatory distribution list required by AR 360-81., The public affairs officer will update and give the Contractor this information as changes to the mailing list occurs. The proposed effective date of the contract is May 1, 2001 through April 30, 2002 (base year), with provisions to exercise four one-year options. The clause at FAR 52.217-9, Option to Extend the Term of the Contract, is applicable to this acquisition and is incorporated herein. The Government shall have the unilateral option to extend the terms of this contract for four (4) consecutive additional periods of 12 months each. The same terms and conditions contained in this contract shall apply to each option exercised. The option(s) shall be exercised upon written notification (mailed or otherwise furnished) to the Contractor at least thirty (30) calendar days prior to expiration of the contract. The total duration of this contract, including the exercise of any option(s) shall not exceed five (5) years. The exercise of options is a Government prerogative, not a contractual right on the part of the Contractor. If the Government exercises the option(s) within the prescribed time frames, the Contractor shall be bound to perform the services for the option period(s) or be subject to the default provisions of the contract. The provision at FAR 52.212-1, Instructions to Offerors-Commercial Items applies. The following provision FAR 52.212-2, Evaluation-Commercial Items, is applicable to this acquisition. EVALUATION -- COMMERCIAL ITEMS: (a) The government will award a contract resulting from this solicitation to the responsible offeror whose proposal represents the combination of technical merit and cost most advantageous to the Government, all factors considered. The Government reserves the right to determine which proposals offer the greatest value. Careful, full and impartial consideration will be given to all offers received in response to this solicitation, and evaluation will be applied in a consistent manner. The following factors shall be used to evaluate offers: past performance and technical capability. A completed copy of the provision at FAR 52.212-3, Offeror Representations and Certifications-Commercial Items must be included with offer. The provisions at FAR 52.212-4, Contract Terms and Conditions-Commercial, without addenda, and FAR 52.212-5, Contract Terms and conditions Required to Implement Statutes or Executive Orders-Commercial Items, without addenda, apply to this acquisition. Companies wishing to respond to this solicitation should provide this office with the following: A completed copy of FAR Clause 52.212-3, Offeror Representations and Certifications-Commercial Items. Offers are due by close of business April 27, 2001 and may be submitted by fax. No oral offers will be accepted. Offers received after that time will not be accepted.
