- Description
- The EPA, Headquarters Office of Site Remediation Enforcement, contemplates award of a cost-plus-fixed-fee contract with an award term incentive to provide advisory and assistance services to the management of the program. The purpose of this procurement is to obtain analytical, technical, and management services for EPA's Office of Site Remediation Enforcement (OSRE) that support remediation efforts to plan, implement, and evaluate programs, strategies, guidance, and regulations under the Agency's CERCLA/ SARA of 1986, new initiatives under CERCLA and the Superfund Re-authorization Act, LUST, OPA, and RCRA Corrective Action. EPA will use this contract to acquire assistance in developing options and evaluating nationwide implementation strategies, monitoring regional and state activities, and providing enforcement support. This assistance shall involve analytical support needed to implement any new policies, regulations, or guidance under CERCLA, RCRA Corrective Action, LUST, or OPA or future re-authorizations or amendments. The contract will have a base period of performance (to be determined) with LOE options dependent upon sustained excellent contract performance for a maximum period of performance of ten (10) years. The program may award two (2) contracts for not more than $25M each over ten years. Offerors are strongly advised to read the Conflict of Interest Provisions/Clauses in the RFP when it is released since these are significant and may differ from previous contracts. This requirement is not subject to the Service Contract Act. The NAICS code for this requirement is 56111. The RFP is expected to be released within thirty days. The expected award date for this contract(s) is on or before 9/30/01.
