CONTRACT INFORMATION: This is Amendment No. 1 to Solicitation #DTRS56-01-R-0005, titled "Tabletop Exercises" for the U.S. Department of Transportation, Research and Special Programs Administration (RSPA), Office of Contracts and Procurement, DMA_30, Room 7104, 400 7th St., SW, Washington, DC 20590 requirement for contractor support in conducting the Department of Transportation (DOT) Office of Emergency Transportation (OET) tabletop exercises. Amendment No. 1 is hereby issued for clarification purposes and to make corrections to the subject solicitation due to questions submitted by several potential offerors. The clarifications are as follows: (1) The requirement for a Top Secret clearance pertains to all tabletop exercises referenced in the subject solicitation. You must verify at the time of solicitation closing that each employee to be assigned has the necessary clearance level from Defense Industrial Security Service Office (DISO). (2) The cognizant program office of the DOT can assist with distribution of exercise materials (i.e., player's/student manuals); (3) The National Emergency Management Team (NEMT) is a team of high level DOT personnel who would be a part of a reconstitution of the Federal Government following a massive attack on Washington, D.C.; (4) In the submitted proposal, the contractor should address how audio-visual and computer technology will be used to enhance the realism of the exercise (task 1, Section C -- Performance Work Statement, page C-3 of the solicitation); (5) The DOT will provide the hardware and standard business software for video conferencing at the government training site(s). Any programs designed by the contractor in response to this solicitation must be compatible with standard business software; (6) There will be a post-award meeting following the award of the resultant contract to this solicitation. Travel costs to this meeting will be at the contractor's expense; (7) The video-tape (20 minutes) may be a simulation of a tabletop exercise briefing; (8) Other than the COOP/COG support (currently being performed by Unisys Corporation), there is not an incumbent providing the services as outlined in the subject solicitation; (9) The exercise is to be designed at the contractor's facility in a classified working area or an on-site contract work area may be arranged at the DOT. The corrections to the solicitation are as follows: In paragraph H.11, Section H of the solicitation, the last line should be deleted. For further information on the tabletop exercises and the scope of the work, please see Section C -- Performance Work Statement, of the subject solicitation and in Section L -- Instructions, Conditions and Notices to Offerors, page L-12. paragraph B. "Specific Instructions", subparagraph 1, change Attachment J-5 to read Attachment J-2 (see page J-16 of the solicitation). Please note, the closing date of April 19, 2001 remains unchanged.
