Responses to this notice are not offers and cannot be accepted by the Government to form a binding contract. Market Research The Operations Support Command (OSC) maintains four Government-owned, Contractor-operated(GOCO) installations, (1) Milan (2) Iowa (3) Lone Star, and (4) Kansas Army Ammunition Plants, that provide core Load, Assemble, and Pack (LAP) capability required to accomplish peacetime and replenishment requirements. Core LAP processes include melt pouring of high explosives, press loading and assembling of ammunition, and explosives loading of pyrotechnics and initiators. The OSC is conducting market research and seeking industry's feedback and interest to determine the best approach for future operation of the four GOCO LAP facilities. As DoD ammunition requirements (workload) continue to diminish, the Army's costs to operate the four LAP facilities are amortized over less product resulting in higher costs to the customer. With this as background, please submit innovative approaches and recommendations on how to best retain/maintain our GOCO facilities for both peacetime and contingency operations in the most cost efficient manner. Please submit responses and advise Mr. Dennis Brogan, Director, Installations Management, of your firm's interest in the operation of these facilities, no later than 15 May 01.
