Description
The Department of the Interior, National Business Center (NBC), proposes to contract for services to stress test a time and attendance software application called Quicktime. This is a combined synopsis/solicitation for commercial services prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued. This solicitation No. NBCD1QX0003 is a Request For Quotation (RFQ). This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 97-24. The associated NAICS code is 541519. The contractor shall provide all plant, material and labor necessary to meet the requirements of the Statement Of Work (SOW). The SOW may be obtained by contacting the Contracting Officer as indicated below. Several pages in the revised appendices consisting of screen prints of the Quicktime application are not available in an electronic format and must be faxed or mailed to solicitation holders. Contact the Contracting Officer as indicated below for the revised appendices and screen prints. The performance period for all activities necessary to accomplish this SOW is 30 calender days after award. The offeror shall provide a price for each deliverable item in the SOW. The Government will award a contract resulting from this combined synopsis/solicitation to the responsible offeror whose offer conforming to the solicitation will be the best value to the Government, proposed price and responses to the technical evaluation factors (including proposed schedule) being considered. A tradeoff process may be used when considered to be in the best interests of the Government to award to other than the lowest priced offeror or other than the highest technically rated offeror. This process permits tradeoffs among price and technical evaluation factors so that the Government may accept other than the lowest priced or highest technically rated proposal. FAR clauses 52.212-1; 52.212-4; and 52.212-5 with subparts (1), (5), (11), (12), (13), (14), (15), (24), (26); 52.217-5; 52.217-8 (notice prior to expiration of the performance period) 52.222-41; 52.222-42; 52.222-44 & 52.222-49 apply to this combined synopsis/solicitation. Offerors shall include a completed copy of FAR 52.212-3 with it's quotation which may be downloaded at www.arnet.gov. Quotations shall be submitted as an original and 4 copies and are due 05/04/01 by 2:00 pm local time at NBC, D-2940, room 200, Attn: Steve Rawlings, 7301 W. Mansfield Ave., Denver, CO. Fax and email quotations will not be accepted.
