Description
This notice is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. This procurement is being conducted under the Simplified Acquisition Procedures (SAP). For the purchase of: 1. Two CR:ND:YAG (0.5% CR, 1.1%N) crystal boules. Also provide documentation upon delivery: czochralski crystal growth data sheet, spectrometer traces (300-1200NM wavelength range) and certificates of compliance (dopant level, dimensions of blanks). 2. One lot -- rough cut, fabricate and polish to size blank CR:ND:YAG laser slab to produce 15 bars. The blank dimensions are determined from government mechanical drawings to be supplied at a later date. 3. One lot of 10 fabricated and polished windows from Item #1. The window shall have dimensions of 3/4" dia x 1/8" thick. 4. One each -- CR4+:RAG crystal boule. Provide the following documentation upon delivery: czochralski crystal growth data sheet, spectrometer traces (300-1200 NM wavelength range) and certificates of compliance (dopant level, dimensions of blanks). 5. Twenty Four each -- CR4+:YAG passive q-switches with the following specifications: (1) dimension: 3/8" diameter; (2) Optical density TBD; (3) Crystal orientation: <100>; (4) Flat/Flat laser polished on side 1 and 2; (5) Coating: AR/AR (R <= 0.25% @ 1064 nm); (6) Damage threshold (all coatings): >20 J/CM 2 at 4 ns pulse (or >13 J/CM 2 at 10 NS pulse at 1064 nm); (7) edicated CR4+:YAG boule; (8) Each part shall be stored individually in low out-gassing container. Foam, sponges or any particulate generating packaging materials shall not be used in packaging the optics; (9) The vendor shall maintain and certify the cleanliness of all parts; and (10) No markings of any kind which include pencil, pen or ink shall be used on any surfaces of the part. 6. One lot damage threshold testing report described in Item #5 performed by a third party. Thhe vendor shall make all necessary scheduling and testing arrangements with Big Sky Laser (Bozeman, MT) or SPICA Technologies (Nashua, NH) to meet the deliverable deadline. A damage threshold test clearly indicating the probability of damage versus fluence levels shall be performed. The vendor shall demonstrate that the laser damage threshold of the optical coating is above the fluence level of 20 J/CM2 at 4 ns pulse (or equivalently 13 J/CM2 @ 10 NS pulse). A laser source at 1064 NM wavelength and a beam spot size of appoximately 1 mm diameter shall be used at all test fluences. The vendor shall deliver the damaged witness sample and certificate as part of the deliverables. The NAICS Code and the small business size standard for this procurement are 334419. The quoter shall state in their quotation their size status for this procurement. All qualified responsible business sources may submit a quotation which shall be considered by the agency. Delivery shall be FOB Destination. The DPAS rating for this procurement is DO-9. Quotations for the items(s) described above are due by 4:00 pm May 23, 2001 and may be mailed or faxed to Debbie Bittner, Code 219, Goddard Space Flight Center, Greenbelt, MD 20771: FAX 301-614-5619 and include, solicitation number, FOB destination to this Center, proposed delivery schedule, discount/payment terms, warranty duration (if applicable), taxpayer identification number (TIN), identification of any special commercial terms, and be signed by an authorized company representative. Quoters are encouraged to use the Standard Form 1449, Solicitation/Contract/Order for Commercial Items form found at URL: http://procure.arc.nasa.gov/Acq/Forms/Index.html to submit a quotation. If the end product(s) quoted is other than domestic end product(s) as defined in the clause entitled "Buy American Act -- Supplies," the quoter shall so state and shall list the country of origin. Selection and award will be made to the lowest priced, technically acceptable quoter. Technical acceptability will be determined by information submitted by the quoter providing a description in sufficient detail to show that the product quoted meets the Government's requirement. Quoters must provide copies of the provision at 52.212-3, Offeror Representation and Certifications -- Commercial Items with their quote.
