Description
The National Institute of Standards and Technology (NIST) intends to negotiate with TA, Instruments on a sole source basis under the authority of FAR Part 13.106-1(b), Soliciting from a single source, for the purchase of a DMA 2980 Dynamic Mechanical Analyzer for mechanical testing with a frequency range: 0.01 to 200 Hz., Temp. Range: -150 to 600 degrees C, Force Range: 0.0001 to 18N, Amp Range: 0.5 to 10,000um, High Frequency Response Optical Encoder display measurement with one nm resolution and frictionless air bearings and dual cantilever bend fixture. NIST will also be purchasing the following accessories: TA5000 Advantage Software Suite for control of TA DMA 2980 using Windows-NT or Windows 2000 compliant computer, GPIB Communications Card (PCI), Installation and Training for TA 5000 & TA 2980, 2X00 Series System Key, Data Analysis Software for Viscoelastic Analysis, Gas Cooling Accessory with auto-fill capability for DMA 2980, and a non-standard (under development) three point bend kit for DMA 2980 for samples 50mm long 15mm wide and thickness up to 5mm. The DMA 2980 Dynamic Mechanical Analyzer has three features that are critical for the intended application of the NIST Materials Laboratory: 1. Optical encoders with one nm resolution, 2. Frictionless and torqueless air bearings, and 3. A torqueless sample holder. While this is not the only instrument with optical encoders for displacement measurement, this instrument is the only commercially available unit with frictionless and torqueless air bearings and to offer a sample gripping mechanism that will not introduce strain in the sample that would influence NIST Materials Laboratory's measurements. The delivery time for this requirement is 30 days after receipt of order and the delivery shall be FOB Destination to Gaithersburg, Maryland. The Government anticipates awarding a firm-fixed price purchase order. Interested persons may identify their interest and capability to respond to the requirement or submit quotes by April 20, 2001. This notice of intent is not a request for competitive quotes. A Request for Quotation (RFQ) package is not available. The NAICS code for this requirement is 334516 with a size standard of 500 employees. However, this requirement is unrestricted. A determination by the Government not to compete this requirement based upon responses to this notice is solely within the discretion of the Contracting Officer.
