Description

Work consists of providing all required labor, equipment, materials, supplies, transportation and all else necessary to replace existing Runway Approach Lighting System on the Instrument Runway (21L/03R), Pre-Threshold lights in the overrun on both runways, wiring for both the Pre-Threshold and Approach Systems and the Moon Markers on the BAK-12 aircraft arresting systems on both runways at Nellis Air Force Base NV. All work shall be in strict compliance with the specifications and drawings. This will be a firm-fixed price construction contract with 120 days construction performance time. The estimated dollar value of this project is between $500,000.00 and $1,000,000.00. The applicable North American Industry Classification System (NAICS) for this acquisition is 235310 with a three-year average annual small business size standard of $11.5 million. The proposed contract listed here is unrestricted and open to all firms. A small business subcontracting plan (with separate goals for small business, HUBZone small business, small disadvantaged business, and women-owned small business concerns) will be required to be negotiated prior to and included in the award of this project if it is made to a large business concern. The successful contractor will be selected using past-performance/price tradeoff procedures, resulting in the Best Value to the Government. Past-performance is slightly more important than price. It is anticipated that the solicitation will be issued electronically on or about 30 April 2001 on the Government_s Electronic Posting System (EPS) at www.eps.gov.
