Description
NASA/LaRC plans to issue a RFP for additional work under the current contract including: (1) supplying and installing six (6) additional vessels at Facility 1265, (2) modifying the 1247E storage facility by removing an existing 4" manifold and reworking it to provide 12 additional supply lines and 12 new vessels and, (3) modifying the 1247E storage facility by installing a new 4' header with supply lines, and connections for up to 24 new vessels. This will provide a minimum of 12 to a maximum of 36 new storage vessels at the 1247E Facility. NASA/LaRC intends to purchase the items from Sverdrup Technology of Tullahoma, TN, under the statutory authority for other than full and open competition 10 U.S.C. 2304(c)(1) or 41 U.S.C. 253(c)(1) [FAR 6.302-1(a)(2)(iii)]. Negotiating with the current contractor would result in a substantial savings to the Government which is not expected to be recovered through competition by eliminating duplication of cost and time due to the following: (1) The current contractor currently has subcontracts with key suppliers and service providers and the contract can easily be modified to accommodate the additional work. A new contractor would need to assemble a new subcontractor team; (2)the current contractor has an existing contract with the only vessel supplier with vessels that will fit the current storage rack configuration. Sverdrup has also identified sources for the other long lead-time materials needed for the installation of the additional vessels; (3) the same engineering team will provide the additional work reducing the time to prepare a design and reducing the cost of the engineering effort. The lessons learned from their current design, manufacture, and installation will directly benefit the effort required for the new work; (4) the same construction management team will provide the additional work. A new contractor would have to determine an installation plan and then successfully execute it using only a maximum of 42 vessels. Any down time to either facility for installation of the new vessels must be minimized; (5) the current contractor has all welding and inspection procedures in place and these procedures can be extended to the new work thereby saving the time and money which would be needed to re-qualify weld procedures, welders and testing; (6) the existing contractor already has most of the 1.5 in diameter special run piping that is needed and has access to the remaining amount needed. A new contractor would have to procure a special run of material (which is already a long lead item) and meet minimum manufacturer requirements well above the amount required for this additional work; (7) the existing contractor already has the necessary special order weld rod (approximately 50-100 pounds) required for this additional work. A new contractor would have to either order enough material to generate a mill production run (which is approximately 5K-10K pounds) and be placed in a production schedule or find a supplier that has the amount of weld rod required for this job already on hand; and (8) the existing contractor has various other supplies (i.e., extra hubs, clamps, bolting, seal rings, carbon steel blanks, Schrader valves, butt weld hubs, installation seal rings, blinds, clamps, jigging and vessel support u-bolts) remaining from the existing contract for use on the new work. The Government does not intend to acquire a commercial item using FAR Part 12. See Note 26. An Ombudsman has been appointed. See NASA Specific Note "B".
