- NASA/LaRC plans to issue a Request for Offer (RFO) for support of NASA Langley's Education Programs. The contractor shall manage, be responsible for, and provide all resources necessary in support of the NASA Langley's Precollege education, higher education, and distance learning activities with emphasis in mathematics, engineering, geography and technology disciplines. The effort includes, (1) Providing educational activities, through Center-based programs, that include mentoring, workshops, summer internships, and year long activities for pre-college students and teachers. Programs include Adventure in Technology=Options in Math and Science (ATOMS), the program is to encourage networking by the students to acquire knowledge of potential career choices, and to determine which course would be best for them to study upon entering high school; Mathcounts, this program for 7th and 8th grade students, is designed for national competition and is a cooperative project with NASA LaRC, industry, professional organizations and other government agencies; NASA Educator Workshop (NEW), this program exposes K-6 teachers to the most recent aerospace developments within in NASA; Precollege Career Shadowing for High School Technology Students, allows pre-college students to observe an engineer, scientist, or technician in their work environment at LARC; Cooperating Hampton Roads Organizations for Minorities in Engineering (CHROME), this program is designed to increase the interest and expose minority students to careers in mathematics, science and engineering; the Peninsula Engineer's Council (PEC), this program provides career awareness for local school during National Engineering Week; Steering Council Aerospace Careers Educational Program (CSC), a program designed to reach middle school students and help them better understand the need to study and excel in mathematics, science and technology for potential careers in the aerospace industry; and the Virginia Aviation & Space Education Forum (VASEF), this is a partnership program aimed at providing better communication between NASA LaRC, colleges and universities in Virginia and other government agencies. Other activities include tours of the Langley Facility, support for Science Fairs, implementing, managing, and performing support activities for elementary and middle school teachers at Langley Research Center; the annual summer Governor's School program for high school students at NASA Langley research Center; serving as LaRC's point of contact to coordinate the annual Career Day activity with local public school systems; and other administrative support activities to include committee assignments and pre-college conference attendance, representing LaRC's pre-college office. (2) Providing summer and year-long research opportunities through the Center's diverse array of research and training programs for graduate students and university faculty. Programs include the undergraduate area (defined as community college and those universities granting baccalaureate degrees); Langley's Graduate Student Research Program (GSRP); and NASA LaRC's National Research Council (NRC) fellows' postdoctoral program. Other support activities include higher education conferences and workshops representing the University Affairs office. (3) The contractor will also be required to provide technical support to the Office of Education for videoconferences, workshops, and other education and outreach activities. (4) Provide content development support for K-16 distance learning programs. The contractor will be responsible to design, develop, and disseminate grade level appropriate content materials for Langley's K-12 distance learning (NASA CONNECT) program to be used by teachers and students. (5) Provide media production support for Office of Education internal productions to include arrange, coordinate, and manage media production support activities for Langley's internal productions (NASA CONNECT). The Government does not intend to acquire a commercial item using FAR Part 12. See Note 26. This procurement is a total small business set-aside. See Note 1. The NAICS Code is 611710. The DPAS Rating for this procurement is DO-C9. The provisions and clauses in the RFO and model contract are those in effect through FAC 97-20. All qualified responsible sources may submit an offer, which shall be considered by the agency. The anticipated release date of the RFO is on or about April 30, 2001 with an anticipated offer due date of on or about May 30, 2001. An ombudsman has been appointed -- See NASA Specific Note "B". The solicitation and any documents related to this procurement will be available over the Internet. These documents will be in Microsoft Office 97 format and will reside on a World Wide Web (WWW) server, which may be accessed using a WWW browser application.
