Description
This sole-source synopsis for commercial items is prepared in accordance with the format in FAR part 12.6, as supplemented. No solicitation is expected to be issued, and no proposal is expected to be requested. The North American Industry Classification System (NAICS) code is 541519, Other Computer Related Services, small business size standard: $18 million. This serves as a notice of intent to award a contract on a sole-source basis in accordance with FAR 6,302-1, to American National Standards Institute, Inc (ANSI). ANIS is the only known responsible and responsive source that can offer DoD-Wide Enterprise License to Access ISO Documents through the NSSN. The Defense Standardization Program (DSP) actively participates with the American National Standards Institute (ANSI) as a partner in forging a National standards strategy. The Under Secretary of Defense for Acquisition, Technology and Logistics has consistently determined that DSP membership in ANSI furthers the Department's ability to carry out its authorized functions. The DSP has cooperated with ANSI and industry in ANSI's initiative to establish the NSSN: A National Resource for Global Standards. The NSSN is a Web-based database that serves as a master index to standards developed by over 600 standards developing organizations. ANSI is the official U.S. representative to the International Organization for Standardization (ISO). Because of their unique role, commercial third party resellers authorized to sell ISO standards in the US are under royalty agreements with ANSI, and ANSI generally limits such licenses to individual downloads or subscription agreements, which are quite different from networking agreements. In general, ANSI does not license resellers to enter into networking agreements of the type contemplated between the DSPO and ANSI. Further, ANSI is uniquely qualified to offer DoD enterprise access to these collections through the NSSN, using an already established link between the ASSIST and the NSSN.
