Description

This proposed synopsis is for services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302, to provide the following services: Lab analysis of Ammonia, Biochemical Oxygen Demand, Chemical Oxygen Demand, Chlorophyll a, Iron(total), Manganese (total), Oils and Grease, Total Organic Carbon, Total Phosphorus, Total Suspended Solids, SDWA inorganic non-metals to include: alkalinity, chloride, fluoride, hardness, total, nitrate, nitrate+nitrite, nitrite, pH, lab, and total solids. SDWA inorganic metals to include: aluminum, antimony, arsenic, barium, beryllium, cadmium, calcium, chronmium, iron, magnesium, manganese, mercury, nickel, selenium, silver, thallium and zinc additional analysis to include Lead and copper analysis, Organic Analysis, SDWA volatile organic, Organic Analysis, SDWA synthetic organics. Analysis must be analyzed using specific methods mandated by the state of Wisconsin. Each method used has a specified maximum holding time. If the holding time is exceeded the results of the analyses are not valid. The contractor should be located within 15 miles of the Upper Midwest Environment Sciences Center (UMESC) so that samples can be delivered on irregular basis when necessary while still within the safe holding time of the most unstable analysis parameter (under two hours). The contractor must be certified to perform all of the analyses by the Wisconsin Department of Natural Resources (WDNR). All analyses must be conducted under acceptable quality control/quality assurance procedures under provisions of the Good Laboratory Practices Act. Before final acceptance of the contract, UMESC staff will conduct a quality assurance inspection of the contractor's laboratory to verify certification of all analysis parameters by the WDNR and conformance with the Good Laboratory Practices Act. This notice of intent is not a request for competitive proposals. However, all propsals received within the 10 days after date of publication of this synopsis will be considered by the government. THIS ACQUISITION WILL BE MADE UNDER THE SIMPLIFIED ACQUISITION THRESHOLD OF $100,000.00. NAICS code for this acquisition is 541990 . Quotes are due at (4:30) (26 April 2001).
