- (1) General Statement of Research Need The Office of Naval Research (ONR) is seeking proposals for in-water demonstrations of undersea, autonomous operation capabilities in Maritime Reconnaissance, Undersea Search and Survey, and Communication/Navigation Aid. Additionally, ONR is seeking proposals for the research and development of related technologies which support these and future demonstrations. Detailed descriptions of the demonstrations and research and development of related technology being sought are available at http://www.onr.navy.mil/02/baa/baa01-012/addinfo.htm. These capabilities and related technologies have been identified through the Future Naval Capability (FNC) process. The systems demonstrated will mitigate risk for planned acquisition programs in the U.S. Navy. Proposals should indicate potential for such transitions. Up to $14,000,000 of Advanced Technology Development (Budget Category 6.3) funds are anticipated to be available from FY2002 through FY2004 (exit year) to conduct the Maritime Reconnaissance demonstration. Up to $14,000,000 of Advanced Technology Development (Budget Category 6.3) funds are anticipated to be available from FY2002 through FY2005 (exit year) to conduct the combined Undersea Search and Survey and Communication/Navigation Aid demonstration. Up to $16,000,000 of Applied Research (Budget Category 6.2) funds are anticipated to be available from FY2002 through FY2005 for related technology development (2) Instructions for Preparation of Proposals The required format for proposals is posted at http://www.onr.navy.mil/02/baa/baa01-012/addinfo.htm. Tasks and milestones should be clearly identified both in the technical proposal and in an associated budget breakdown. Proposals may be structured with exercisable options for flexibility and contingency. The maximum length of an award will be 4 years. Awards may be in the form of contracts, grants, cooperative agreements, or other agreements as appropriate. Eight printed copies of each proposal and one digital copy (magnetic disk or CD-ROM) should be provided. Full proposals for funding starting in Fiscal Year 2002 are due by 1600 EDT, 20 July 2001. This BAA announcement does not preclude an offeror from submitting a full technical and cost proposal after the 20 July 2001 due date. Proposals received after the published due dates will not be considered for funding under the Fiscal Year 2002 program, but may be considered for funding at a later time. Proposals in response to this BAA received after 1600 EST, 14 March 2002 will not be considered at all. The Government reserves the right to select for award all, some, or none of the submissions. Proposal submissions will be protected from unauthorized disclosure in accordance with FAR 15.413, applicable law, and DoD/DoN regulations. This BAA provides no funding for proposal development purposes. All proposals will be acknowledged. Proposals will not be returned after evaluation. This CBD notice itself constitutes the BAA as contemplated by FAR 6.102(d)(2). No formal RFP or other solicitation regarding this announcement will be issued. (3) Criteria and Method for Evaluation of Proposals Proposals will be evaluated using the following criteria: (1) technical merit and innovation; (2) risk management in demonstrating objectives ; (3) potential for transition to acquisition programs in FY 04-07 timeframe; (4) offeror's capabilities, including synergistic industry-academic-government partnering arrangements as appropriate, past performance and related experience, facilities, techniques or unique combinations thereof that are integral factors for achieving the proposed objectives; (5) qualifications, capabilities and experience of the proposed Principal Technical Investigator(s), Project Manager(s), and other key personnel critical in achieving the proposed objectives; (6) reasonableness of cost of the proposed effort and availability of funds and; (7) projected initial and life-cycle cost of a transitioned operational system/sub-system; (8) socio-economic merits (only for awards made as contracts). For awards made as contracts, the socio-economic merits of each proposal will be evaluated based on the extent of commitment in providing meaningful subcontracting opportunities for small business, HUB zone small business, small disadvantaged business, woman-owned small business concerns, veteran-owned small business concerns, and historically black colleges and universities and minority institutions (HBCU/MI). The North American Industry Classification code is 54171 (replaces Standard Industrial Classification code) with the small business size standard of not to exceed 500 employees. In addition, contract proposals that exceed $500,000 submitted by all but small businesses, must be accompanied by a Small Business Subcontracting Plan in accordance with FAR 52.219-9. No portion of this BAA has been set aside for HBCU and MI participants, though their participation is encouraged.
