Description
THIS MODIFIES SN5019U3, SN50F9S1, & SN50E9R4. THIS CHANGE TO SOLICITATION RFQ-IBET-03-031, THEATRE PROJECTION SYSTEM, EXTENDS THE DUE DATE AND ADDS AMPLIFICATION, CLARIFICATIONS, AND CORRECTIONS. DATE RESPONSE IS DUE IS NOW 04/23/01 AT CLOSE OF BUSINESS (4:30 PM). Quotes may be submitted via fax: 530-621-5258. DELIVERY IS 45 DAYS AFTER RECEIPT OF AWARD. PLEASE NOTE EVALUATION CRITERIA FOR AWARD AT THE END OF THIS CBD NOTICE. The amplification, clarifications, and corrections are: 1.The film shall be transferred to a high-definition video format such as 720p, or 1080i. The video shall be play back from a hard drive to a high-definition projector. The projector brightness must be 4500 ANSI lumens or better and the projector shall be DLP (micro-mirror) type or equivalent.2.The Forest Service has a time-coded, 16-track, 2" tape with the individual stereo and mono music, narration, and f/x with DBX noise reduction. The tape also has the original stereo mix of music and f/x, and the mono mixed voice track. At our expense, the Forest Service will transfer the 16 tracks across to two DA88 tapes or other format that the contractor can use.3.The contractor shall re-mix the audio to a Dolby 5.1 surround mix and layback to sync with the HD video. 4.. The Forest Service will provide a script and/or a closed-captioned video master. The contractor shall provide an open-captioned DVD version that can be selected by the staff using the show control. As an optional item, the contractor may provide a quote on a DVD of the program with German subtitles. The Visitor Center staff would be able to select the German language version of the program by inserting the German DVD into the player and playing the DVD in the show control. 5. Only one show control panel is needed and it shall meet the following requirements: start and stop the digital video presentation, allow the staff to monitor the show control to check the status of the projection system (i.e. know that the show is running or not), show the time that the program has been running, show when the next show will be, and show the status of the lights . It is not necessary for the Visitor Center staff to see the video itself. The show control shall announce the upcoming program automatically. The show control shall be located where the Visitor Center staff can access it quickly, preferably just inside the office behind the front desk. An override function on the control shall allow the staff to play the announcement manually or override the announcement. The staff will continue to be able to make announcements themselves over a microphone on the public address system. All announcements will be made over the existing PA system. The Forest Service will provide the recorded announcements on a Digital Audio Tape or Audio CD The theatre does not have any PA capabilities that broadcast through the existing theatre speakers. 6. All of the equipment supplied in this contract shall be powered through an uninterruptible power supply (UPS) and have surge protection. 7. We are dropping all automated door requirements from the contract. And we are dropping the requirement for the contractor to remove the existing projector equipment, the Forest Service will perform the removal. 8. The format of the film is 35mm . As it is presently being shown, the projector is masking the image to the dimensions of 15 feet wide by 6 feet 6 inches high. Without the masking, the projected image is 15 feet 2 inches wide by 9 feet 6 inches high. We request the HD image be as close as possible to the UNMASKED ratio of the film. 9. Add the requirement to furnish a new theatre screen. The screen shall be a motion picture theatre type screen and shall be perforated. It shall fit on the existing wall and shall have black masking (perforated) that will hide the speakers. The Forest Service will remove the existing screen. 10. Only the standard manufacturer's warranty is required on the projector equipment. Technical support for the theatre projection system shall be provided for a period of 5 years from date of award. Training on the system are still required. 11. DELIVERY INFORMATION: The contractor shall provide the Forest Service with a preview of the projected HD video and surround sound mix for preview and approval, at the contractor's designated location, prior to delivery and installation. This approval stage shall occur no later than six weeks after the award of contract. Delivery and installation of the system shall be no later than four weeks after approval of the video and audio projection. The Forest Service will be responsible for travel to and from the vendor's location. 12. The Forest Service will provide power outlets as needed for the installation. 7. This a firm fixed price quote. THE FOLLOWING ADDITIONAL INFORMATION WAS PROVIDED PROVIDED PREVIOUSLY: 1) The existing screen is 6'1/2" high by 24'. 2) The distance from the center of the screen to the place where the projector will sit (assuming it is not ceiling mounted) is a minimum of 31'. 3) The light level in the room when the lights are totally dimmed is sufficiently dark (as in a theatre). 4) The information desk from where the projection system will be controlled is immediately behind the projection room 20'. 5) The exiting dimming system is LFI, Luminary 6-4, and automatic theatre incandescent lighting control. THESE CORRECTIONS AND CHANGES APPLY TO CITE (W-060-SN50E9R4). This solicitation is to replace existing 35mm film projection system at Mono Lake Visitor Center with a high-definition video projection system and automated theater controls. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Federal Acquisition Regulation (FAR), Subpart 12.6, as supplemented with additional information included in this notice. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 97-22. This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued. This is a request for quotation (RFQ). The North American Industry Classification System (NAICS) number is 443130 with a Small Business Administration size classification of $5.0 million. ITEM 001: 1 EACH Theater Projection System for the Mono Lake Visitor Center as per the specifications listed in this notice: Background: The Mono Lake Visitor Center is located in the Eastern Sierra in the town of Lee Vining (about 2 hours south of Reno, NV). The theater presents the film "Of Ice and Fire: A Portrait of the Mono Basin." The program repeats twice an hour for eight hours a day when the VC is open. The 35mm film is projected on a platter system. The theater is equipped with surround sound speakers. Architectural drawings, wiring diagrams, and a list of existing equipment are available at the Visitor Center. Contact Larry Ford (760) 647-3004. A pre-quote site visit is recommended. Theater Controls: Visitor Center staff will be able to run the theater from the front desk, which is directly in front of the projection booth. A simple user-interface shall allow them to run the program in an automated mode or manually. At a minimum, the theater control system will: **Start and stop the digital video presentation **Raise and lower the lights in the theater **Allow staff to monitor the program as it runs **Run on different, programmable schedules **Have an uninterruptible power supply and power surge protection **Training and documentation on system **Removable drives for backup of main program or future **Easy patching for DVD, VHS or computer sources. Additional features desired: **Announce the upcoming program **Open and close the theater doors **an emergency "stop" feature (ends program, turns on lights, opens doors)**Network access to the CPU for troubleshooting. **DVD player for redundant playback of main program **Display in the lobby showing the time until the next screening Video projection: The new projection system shall provide a high-quality visual and audio experience. The video shall be high-definition, wide-screen (16x9) and bright. The audio shall be CD quality or better and utilize the surround soundtrack of the program. The projector can be mounted on the ceiling of the theater, but placement in the projection booth is preferred. The contractor shall remove the existing projector and other items not needed for the new system. Additional Features Desired: Trade-in for the existing projector is desired. Spare projection bulb Film to Digital Video transfer: The Forest Service will supply the 35mm film and/or film and sound elements. The successful contractor shall do all the video and audio transfer and encoding needed to deliver the high-definition video on two removable hard drives. The video shall also be encoded onto a master DVD as a backup, and for potential future sales to the public (it is currently sold on VHS). Accessibility: Captioning for the hearing impaired is required. Captions can be on the picture area, but off-picture captions are preferred. Additional Features Desired: Multiple-language versions. Installation: The contract includes installation and training on the system. Warranty: The system parts and labor shall be covered for manufacture's warranty period. The system shall be supported by the contractor for a minimum of five years from date of acceptance.
