- This is a COMBINED SYNOPSIS SOLICITATION for a commercial item prepared in accordance with the format in Federal Acquisition Regulation (FAR) Subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation. Solicitation No. HAQ011031 is issued as a Request for Quotation (RFQ) and incorporates provisions and clauses in effect through Federal Acquisition Circular 97-24. All responsible sources may submit a quote which will be considered. NAICS code is 212321; size standard of 500 employees. This will be a firm-fixed-price contract for the Bureau of Land Management, Harney County, Burns District, Oregon. EVALUATION FOR AWARD: Award will be made to the responsible firm whose quote is most advantageous to the Government, price and other factors considered. Other factors for this solicitation include past performance of the quoter. Past performance information may be based on the Government's knowledge of and previous experience with the quoter, or other reasonable basis. The Government will include and evaluate option pricing as part of the total price. Evaluation of the option will not obligate the Government to exercise the option. Delivery time is 14 calendar days after receipt of the notice to proceed, beginning approximately May 21, 2001. TECHNICAL SPECIFICATIONS: Furnish all labor, transportation, materials, equipment, supervision, and incidentals necessary to load, haul and windrow pit-run aggregate onto 3.3 miles of the Lone Rabbit Seeding and Moon Reservoir Road. Pit-run aggregate shall be loaded and hauled from the Government-owned Sagehen pit located next to Hwy. 20 and the Double 00 Road. Pit-run material is mostly rounded 2" minus rock. When work is completed, the pit shall be rehabilitated so that all edges are sloped to a minimum 3:1 slope and all holes are filled in to provide as smooth a surface as possible. Windrowing shall be performed in accordance with Government's instructions at the work site. In order to prevent the potential spread of noxious weeds, the operator shall be required to clean all construction and transportation equipment prior to entry on BLM land. Cleaning shall be defined as removal of dirt, grease, plant parts, and material that may carry noxious weed seeds into BLM land. Cleaning prior to entry onto BLM land may be accomplished by using a pressure hose. Only equipment inspected by BLM shall be allowed to operate within the project area, or in the immediate vicinity of the project area. All subsequent move-ins of equipment shall be treated the same as the initial move-in. MEASUREMENT AND PAYMENT: WEIGHING DEVICES -- The Contractor shall furnish, erect, maintain and operate acceptable beam-type scales, or other approved weighing devices. In lieu of furnishing scales, the Contractor may use public weighing facilities, provided they have been tested, sealed, and certified by an acceptable certifying authority. The contract price includes all costs to furnish, install, certify, and test, as well as maintain scales and furnish check weights and scalehouse. Platform scales shall be installed and maintained with the platform level and rigid bulkheads at each end. The platform shall be sufficient length to permit simultaneous weighing of all axle loads of the entire hauling vehicle, except coupled vehicles may be weighed separately or together in accordance with Section 2.20 paragraph UR3.3 of National Bureau of Standards Handbook 44. When belt-conveyor scales are used, they shall comply with the applicable requirements of Section 2.21 of NBS Handbook 44. Each weighing device shall be accurate within 0.5 percent throughout the range of use, and the Contractor shall have the scales checked, adjusted, and certified by an approved testing firm or laboratory of the State Agency responsible for weights and measures or a qualified manufacturer's representative. Beams, dials, platforms, and other scale equipment shall be arranged so the operator and inspector can safely and conveniently view them. The Contracting Officer may permit the use of weighing devices for a reasonable period prior to sealing, provided field testing indicates consistent compliance within the limits of accuracy specified herein. MEASUREMENT OF QUANTITIES -- The quantities of aggregate will be measured and paid for by the ton and accepted by the Contracting Officer. The term "Ton" will mean the short ton consisting of 2,000 pounds avoirdupois. The Contractor shall furnish a competent, qualified weigh person to weigh and record all materials. In lieu of furnishing a weigh person, the Contractor may use public weighing facilities. The weigh person shall record to the nearest 100 pounds the weights of all loads of material on a daily weight record except if a belt-conveyor scale is used the weigh person shall record the total weights to the nearest 100 pounds at the beginning and end of each shift, unless otherwise directed by the Contracting Officer. Smaller increments may be read and recorded when an automatic weigh system is used. The weigh person's daily weight record shall contain the following information as applicable to the type of scales and recording system used: a. name and number of project; b. contract item number; c. date; d. load number; e. truck identification mark; f. time of weighing; g. gross weight of each load; h. tare weights; i. net weights; j. weigh person's signature; k. Contractor's certification. The Contracting Officer may, at random intervals, designate previously weighed vehicles to be reweighed to verify the weight of the material being purchased. This may include empty or loaded vehicles, as the Contracting Officer may designate. Trucks hauling material weighed on platform scales shall be weighed empty at least twice per shift. PAYMENT -- Payment will be made on the actual quantity delivered to the rock stockpile site as supported by weight tickets and in accordance with contract clause 52.212-9 Variation in Quantity (APR 1984) and accepted by the Government.
