Description
The US Army Robert Morris Acquisition Center, Natick Contracting Division, intends to negotiate on a sole source basis with Pioneer Aerospace Corporation, of South Windsor, CT, under the authority of FAR 6.302-1(a), Only one responsible source and no other supplies or services will satisfy agency requirements, sub-paragraph (ii) "Supplies may be deemed to be available only from the original source in the case of a follow-on contract for continued development or production (etc.), a quantity of 16 each, Canopy, 100 Foot Diameter, G-11B Solid Gore, Fluorocarbon Finish (Canopy with Centerline and Connector Links, No Risers). This initiative seeks to expand the original scope of the Solid Gore G-11 parachutes with fluorocarbon finish. This effort will include developmental testing of these parachutes in clusters of four, six and eight which is required prior to updating the Technical Data Package for future procurements of G-11 parachutes. The G-11 cargo parachute is a secondary item procured with Army Working Capital funds, used extensively by the US Army to deliver heavy cargo payloads. The G-11 parachute is the largest cargo parachute in the inventory. It is used individually to deliver payloads up to 5,000 pounds, and in clusters of up to 8 parachutes for delivery of payloads up to 42,000 pounds. This initiative will employ single section gores, utilizing 72-inch width material now common in the marketplace, eliminating 31% of the labor costs, and simultaneously increasing material utilization by almost 2%. Along with this structural change, a fluorocarbon finish will be added to the currently used material. The fluorocarbon finish enhances material wear-resistance, will reduce maintenance, and will extend service life of the parachute. THE G-11B MODIFIED CARGO PARACHUTE IS NOT TO BE CONFUSED WITH THE STANDARD TYPE CLASSIFIED G-11B CARGO PARACHUTE, CURRENTLY IN THE AIRBORNE INVENTORY. It requires special conditions, as stated herein which Natick has accomplished with Pioneer Aerospace Corporation.
