Description

This proposed procurement is Unrestricted, SIC 1542/NAICS 233320, small business size standard $27.5 million. Estimated cost of construction is between $1,000,000.00 and $5,000,000.00. Completion no later than 360 calendar days. Work includes construction of a 20,000 SF building with HVAC, kitchen facility, laundry facility, child and infant care rooms, offices, camera monitoring equipment, playground equipment, fencing, landscaping, paving, utilities water, sanitary sewer, electric, communication and storm drain, and demolition of existing roadways, utilities, and building. Project also includes use of brand name items from Signal Communication Corporation, Best Lock Corporation, Johnson Controls, Emon Corporation, Nortel, and Steris Corporation. Large business firms are required to submit a subcontracting plan prior to award. The subcontracting goals are 65% for small business; 15% for small disadvantaged business, 8% for women-owned business, 2.5% Hubzone and 3% veteran owned small business. This advertisement is a request for proposal that requires separate technical and cost proposals to be evaluated for award of the project. The technical evaluation criteria will be established in the solicitation. The solicitation will be provided in an electronic format, free of charge, to all registered plan holders. The media through which the Government chooses to issue this solicitation will be in one of the following: compact disc only, compact disk and Internet, or the Internet only. This solicitation will not be issued in paper. Contractors' requests for this solicitation will be performed through ASFI. In order to comply with the Debt Collection Improvement Act of 1996, all contractors must be registered in the Central Contractor Registration (CCR) to be considered for award of a Federal contract.
