- Description
- The Naval Air Warfare Center-Aircraft Division (NAWCAD), Special Communications Requirements Division , Code 4.5.11, St. Inigoes, MD, has identified a requirement for technical and engineering services for the design, development, integration, test and evaluation, installation, fielding, certification, maintenance, and logistic support of Navy/Joint/National Agency Command, Control, Communications, Computers and Intelligence (C4I) communications-electronics. This acquisition will provide the technical and engineering services required to accomplish these tasks and shall support various systems including shipboard (interior and exterior communication systems), shipboard radio communication systems, airborne communication systems, and shorebased (fixed, transportable and ground mobile) systems. The contract type is anticipated to be a Cost-Plus-Fixed-Fee Level-of-Effort Term Contract, with an estimated total level of effort of 1,270,000 hours over a period of five years. The period of performance consists of a base year period commencing 1 October 2001 and continuing through 30 September 2002, with four 12-month option periods, which if exercised by the Government, will extend the period of performance of the resultant contract through 30 September 2006. The proposed contract will be subject to the Service Contract Act. This action is a follow-on to Contract N00421-96-C-5225, and the incumbent is BAE Systems Applied Technologies, Inc., 1601 Research Blvd., Rockville, MD 20850. This procurement action will be processed under full and open competition. Basis for award of the resultant contract will be the best value to the Government, cost and non-cost factors considered. All potential offerors must either have or be able to obtain a TOP SECRET facility clearance. It is the Government's intention to release the Request for Proposal (RFP), including any subsequent amendments, via the Internet in Microsoft Word format, with attachments perhaps to be provided in Microsoft Excel, Powerpoint and Portable Document Format (PDF). The RFP will reside on the NAVAIR Home Page located on the World Wide Web (www). The www server may be accessed using client browsers such as NETSCAPE and Microsoft Internet Explorer. The www address, or URL for the NAVAIR Home Page is as follows: http://www.navair.navy.mil/business/ecommerce/index.cfm. To access the solicitation, select "N00421-00-R-0399". In addition to making the solicitation available for downloading via the internet site, this office will also attempt to E-mail a notification of release of the solicitation and any subsequent amendments to all prospective offerors that submit a request to register for this information via E-mail.
