- Description
- This will serve as the Department of Veterans Affairs' notice of intent to award a sole source contract to the Picker Institute, an independent, non-profit organization working to improve health care quality in the U.S. by fostering collaboration, rather than competition, among health care organizations. Through this contract action, VA is to receive use of Picker's proprietary survey instruments -- questions from the adult inpatient and adult office visit, annual data files containing the Picker comparative databases for inpatient and outpatient surveys, data elements from the non-VHA sector for use in developing comparable Non-VHA benchmarks and norms. The reason for the sole source is that the Picker Institute has used its survey instruments to interview more than 400,000 patients. Picker currently provides survey services to over 500 individual health care organizations and works with hospital associations, health systems, health plans and business coalitions to assess patients' perceptions of care. VA has used questions from the Picker survey for a number of years, and any modification or changes to the questions presently being used in the current surveys administered by VA would render past data incomparable and measurement over time would be sacrificed. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. When identifying interest and capability sufficient information shall be provided so that a review can be done without further discussions or contact by VA. This notice of intent is not a request for competitive proposals. The Government will review all responses received by the closing date. The performance period will be a base year and one year optional period. A determination by the Government not to award proposed contract will be based upon responses to this notice and is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.
