Description

The US Army Soldier and Biological Defense Command (SBCCOM) and the Edgewood Chemical Biological Center (ECBC) intends to issue a Request for Proposal (RFP) to solicit proposals from firms capable of providing technical, management and engineering support services in support of the SBCCOM Pollution Prevention (P2) in Acquisition Program. This effort includes but is not limited to: review of Technical Data Packages and Equipment Purchases Plans to identify references to hazardous materials (HAZMATS) and ozone-depleting chemicals (ODCs); conduction of specific application-focused surveys, technology analyses, or process studies; attendance at Government-selected conferences or symposiums; facilitation of Integrated Process Team (IPT) meetings; performance of specific system or item reviews; identification of Class I and Class II ODC requirements in SBCCOM technical documentation and recommendation of alternatives for these requirements; identification of potential P2 project initiatives; coordination of joint projects with other relevant DoD sponsored programs; determination of return on investment priority status of projects; and development of an annual SBCCOM Acquisition Pollution Prevention Program Action Plan. This solicitation is 100% Small Business Set Aside. NAICS code 54133 size $4 million. A four-year indefinite quantity indefinite delivery task Order contract is contemplated where orders could be either cost-plus-fixed-fee or firm-fixed-price. The total estimated value for this award is $2,500,000. The ordering period will be three years. DD Form 254 is required for this procurement.
