Description
The U.S. Army Engineering and Support Center, Huntsville, in support of Fort Polk, intends to privatize its electric distribution, gas distribution, water treatment and distribution, and wastewater collection and treatment systems. This privatization does not include the natural gas or electric commodity and does not supplant existing commodity contracts. Privatization is the transfer of ownership, operation & maintenance, repair, improvements, etc. of Army owned systems to a non-Federal entity, and the subsequent acquisition of the utility distribution services from the new owners of the systems. The Government will retain liability of any pre-existing environmental conditions. The conveyance of the utility distribution systems is authorized and conducted under 10 USC 2688. The conveyance will transfer all rights, title, and interest of the United States Government in and to the utility distribution system(s). The conveyance will not include any real property. The contracts for the acquisition of utility distribution services will be for a term of 50 years. The electric system consists of all Government-owned switchgear, transmission lines, and distribution facilities on the Fort Polk reservation. For all aerial services, the Government shall assume responsibility at the service entrance connection point (weather head). For underground low voltage services, the Government shall assume responsibility at the line side lugs of the entrance panel or main disconnect switch for each building or facility served. For underground medium voltage services to buildings or facilities, the Government shall assume responsibility at the entrance panel; and at the line side lugs of the main disconnect switch for other buildings or facilities in which no medium-voltage, oil-filled equipment is involved. Also, airfield lighting facilities are not included in this contract. The gas distribution system at Fort Polk covers only a small portion of the installation's 198,000 acres. The Fort Polk gas distribution system consists primarily of two metering stations, approximately 275,000 linear feet of pipe, 2" to 8" most of which is polyethylene with some larger lines being coated steel, approximately 416 valves of varying size, serving approximately 1,750 buildings located throughout the post including 750 units of family housing. Most of the system is less than 10 years old. The wastewater system consists primarily of two wastewater treatment plants, five lift stations, 145 miles of wastewater collection line, two oxidation ponds, three septic systems, and 75 acres of tertiary treatment ponds. The water system consists of, but is not limited to, two water treatment plant 17 potable and 7 non-potable water wells, 165 miles of water distribution lines, elevated storage tanks, fire hydrants, and swimming pool water quality equipment. The water and wastewater system shall be considered one system and will be awarded as such. Fort Polk is a U.S. Army installation located near the communities of DeRidder and Leesville, Louisiana. It is 60 miles north of Lake Charles. The installation covers an area of 198,000 acres. All responsible sources may submit a proposals. Offerors may propose on any one, any combination, or all of the systems. Multiple awards may be made under this solicitation but only one award will be made for each system.
