University of California Ernest O. Lawrence Berkeley National Laboratory PUBLIC ANNOUNCEMENT Berkeley National Laboratory is a large diversified research facility consisting of over 80 buildings spread over 130 acres of hilly terrain adjacent to the University of California, Berkeley Campus as well as off-site facilities in the cities of Berkeley, Oakland, & Walnut Creek. Berkeley Lab intends to subcontract for multi-disciplinary Architectural/Engineering design services to support the Facilities Department's design and construction projects and services. This is not a request for quotation. It is an announcement for subcontracting opportunities with the University of California, Ernest Orlando Lawrence Berkeley National Laboratory. It is the intent of the LBNL to enter into a subcontract with one or two firms to perform the multi-discipline architect-engineering services described below, on an indefinite quantity basis. The subcontract will be for a one-year period, with an option, at the sole discretion of the University, to extend for up to three additional one-year periods. It is anticipated that one or more task assignments, of no guaranteed amount or duration, will be issued each year. Individual tasks will be performed on a lump sum or hourly rate basis, and will vary in complexity and duration. The total dollar value of tasks issued for any one year under each subcontract will not exceed $2,000,000. The University makes no guarantee as to the dollar value or number of task assignments to be authorized pursuant to the award of the subcontract. The engineering firm and its subsidiaries or affiliates shall be excluded in the award of any construction contract that is based on the engineer's design, reference FAR 36.209, unless the project is designated a design-built project. Scope of Services Perform multi-discipline architectural/engineering design services on an indefinite quantity basis for facilities projects at Berkeley Lab as well as at Berkeley Lab off-site facilities in Oakland, Walnut Creek, Berkeley, and other locations. Project types vary widely and include: Decontamination & Demolition Laboratory, Industrial, & Office Building Alterations & Improvements Tenant Improvements in Leased Facilities New Construction for High Tech Science Laboratories New Construction for Industrial & Office Facilities Infrastructure Projects Must have recent specific experience with projects involving upgrades, additions, alterations, and modifications of laboratory, administrative, industrial and office buildings, which may contain hazardous materials. Minimum Requirements: In order to qualify, candidates must meet the following minimum requirements: a. Location: The firm(s) and the individuals to be assigned to LBNL projects must be located within 50 air miles of Berkeley, California b. The following California Licensed Professionals are required: Architectural Civil Structural Mechanical Electrical c. The following documentation capabilities are required: Computer-Aided Drafting: AutoCAD release 14 Word Processing: Microsoft Word Spreadsheets: Microsoft Excel Scheduling: Microsoft Project Selection Criteria: For firms meeting the above minimum requirements, the following criteria shall be the basis of selection. The criteria are listed in descending order of importance. 1) Technical Experience Assigned Personnel: The individuals assigned to work on LBNL projects must have specific experience, within the last five years, with projects involving upgrades, additions, alterations, and modifications of laboratory, administrative, industrial and office buildings which may contain hazardous materials. Part 7, of the Standard Form 255, should fully describe the individual experience relating specifically to those projects listed in Part 8 of the Standard Form. The description should discuss the role and responsibilities of each individual throughout the project. Additional pages may be attached to Part 7 to fully respond to this criteria. 2) Technical Experience of the firm(s): The firm shall complete Part 8 of the Standard Form and list ten projects that has been fully constructed within the last five years, involving upgrades, additions, alterations, and modifications of laboratory, administrative, industrial and office buildings which may contain hazardous materials. The firm shall prepare a written discussion of each project to demonstrate the firm's experience in performing similar projects. Additional pages may be attached to Part 8 to fully respond to this criteria. 3) Past Performance: Past experience of all firms and individuals in the project team in planning, coordinating, & execution of similar work for the University of California, Department of Energy, and other government and private sector clients. 4) Response Time and Assignment of Team: Ability of firm(s) to respond quickly to changing workload requirements and schedules, and to provide a dedicated team of individuals to LBNL projects. 5) Alternative Design and Construction Projects: Past experience of all firms and individuals with alternative methods for design and construction of projects including design-build, third party financing, and fast track to provide cost effective / accelerated delivery of urgently needed facilities to meet rapidly changing research needs. 6) The ability of the primary firm to further the University's disadvantaged or woman-owned business affirmative action objectives by virtue of its ownership. Small businesses are defined by the Small Business Administration's Standard Industrial Classification (SIC), code 8711. Firms that have annual receipts averaging less than $2,500,000 for the preceding three fiscal years are considered small businesses. Interested firms meeting the requirements described above must submit four (4) completed copies each of U.S. Government Standard Form 254 and 255. They may also submit four (4) copies of any supplemental information necessary to further address the Selection Criteria. (Charlie, the number of copies should correspond to the number of committee members. How many committee members?) Submissions: Submissions must be received by 5:00 p.m., Friday, May 11, 2001. Submissions that are received after the time and date specified or with insufficient copies of the 254/255 forms may not be considered. Facsimile copies of the submittal will not be considered.
