Description
The National Heart, Lung, and Blood Institute (NHLBI) at the National Institutes of Health (NIH) intends to negotiate on a noncompetitive basis, with Dr. Fuquan Yang, Xizhimen, S. St. No. 16, Beijing 100035, China, to provide services on High-speed Countercurrent Chromatography, pH-zone-refining Countercurrent chromatography (CCC) and centrifugal precipitation chromatography and continuous density gradient cell separation methods. Through competitive procedures Dr. Fuquan Yang was issued a purchase order to provide collaboration with the NHLBI to conduct Research on High Speed CCC Methods. Dr. Yang with his unique background and experience has mastered both high-speed countercurrent chromatography and centrifugal precipitation chromatography. Dr. Yang has successfully introduced a new elution system of countercurrent chromatography and applied to the separation and purification of natural products, he has completed the project gaining an in-depth knowledge of the NHLBI's research initiative. In order to maintain continuity of the methods used and due to the knowledge gained by Dr. Yang , an award to any other source for this follow-on contract would result in a substantial duplication of cost to the Government that is not expected to be recovered through competition. BACKGROUND: The NHLBI has begun the project on a new elution system of countercurrent chromatography which has been successfully applied to the separation and purification of natural products and will be further applied to pH-zone-refining countercurrent chromatography and affinity countercurrent chromatography using our high-speed CCC instruments. OBJECTIVES: The objective of this project is: 1) to develop a new CCC methodology; 2) to be applied to proteins and proteomic problems; 3) to extend the application of "Centrifugal precipitation chromatography and 4) to implement fractionation of various biopolymers of biological importance such as DNA and RNA. Dr. Yang contribution to the new separation technique will facilitate the biomedical research for the NHLBI and NIH scientists. PLACE OF PERFORMANCE: The work will be performed at the NIH Government Building #10 , 9000 Rockville Pike, Bethesda, Maryland 20892. PERIOD OF PERFORMANCE: The period of performance is from June 7, 2001 to December 6, 2001. This acquisition is being conducted under simplified acquisition procedures and is exempt from the requirements of FAR Part 6. The North American Industry Classification System (NAICS) is 541680, Size Standard $5.0 Million is applicable to this requirement. This notice of intent is not a request for competitive proposals. Interested parties may identify their interest and capabilities in response to this requirement. The determination by the Government not to compete the proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct future competitive procurement.
