Description
PERSONNEL ALERTING AND WARNING SYSTEM (PAWS). The United States Air Force, Force Protection Battlelab at Lackland AFB, TX seeks sources and information, from government, industry and academia, related personnel alerting and warning capabilities. The initial deployment of personnel into a forward operating location represents the greatest potential for a hostile act to occur directed at disrupting the mission readiness of the deployed force. The Personnel Alerting and Warning System focuses on providing a system for notifying deployed personnel of threats in their area of operation. The PAWS would be deployed immediately upon arriving at a forward operating location providing the initial and follow-on deployment teams a means of receiving threat information upon arriving and during subsequent operations in the area of interest. The envisioned system would be deployed as a wearable threat warning capability and issued to each individual deployed into a threat environment. In addition, the PAWS would be used to augment Giant Voice systems in high noise areas (flightlines during sortie generation). This capability will be utilized at locations with existing communications infrastructure as well as forward operating locations lacking infrastructure to support the capability. This system needs to be focused on deployability. It must require minimal airlift and be rapidly configurable. It should not require significant infrastructure to become initially operational in an austere environment. The envisioned capability would be similar in size and capability to a personal paging device. The following operational parameters are required: Instant messaging, alphanumeric display, audible and physical notification capability (beep and vibrate), the ability to input and display, on a handheld device, free form text in addition to "canned" messages. The system must be battery operated and provide a minimum of 3360 hours of operation between battery changes. The following operational parameters are highly desired: Confirmed message delivery (feedback routine to message originator), messaging based on group membership (all emergency responders, for example), local area messaging capability as well as satellite capable, a positional tracking capability, and a message response capability. System interface for message initiation must run on DII COE compliant computer systems. The ability to initiate messages from any terminal connected to a common network is highly desirable. System should be frequency configurable (versus fixed). The current alerting and warning system solution adopted by the DoD following Khobar Towers is a system manufactured/integrated by MadahCom. http://www.madah.com . The current capability provides a supplement to the Giant Voice concept and provides an internal intercom system for facilities. While we anticipate there will be instances when this system will be required to operate in a stand alone mode, there will also be times when the currently employed solution will require integration with the proposed solution. In order to initiate an exchange of information, the Force Protection Battlelab requests that interested parties submit any or both of the following: (1) an up to 10 page concept paper, with conceptual sketches if applicable, that identifies potential existing solutions. (2) Product brochures or marketing materials.
