Description
The Naval Research Laboratory (NRL) has a requirement for specialized research and development support for studies involving the combustion of fuels, propellants, pyrophorics, and explosives. This support includes the development of analytical, diagnostic, and characterization techniques. These techniques include the development of both intrusive and non- intrusive sensing capabilities for environmental applications requiring site characterization for chemicals and other toxic materials, including unexploded ordnance associated with various DOD ranges. As part of this research, NRL has developed a state of the art, field worthy prototype system, the Multi-sensor Towed Army Detection System (MTADS). This procurement consists of three tasks. These tasks include 1) the development of sensor performance models and sensor hardware prototypes 2) the development and testing of data acquisition and analysis software and 3) support of MTADS Field Studies and Demonstrations. The task for the development of sensor performance models and sensor hardware involves the development of computational performance models and the development of new concepts for detection approaches. This may involve data sampling, deployment of sensor arrays, and the development of new sensor approaches. The task for the development and testing of data acquisition and analysis software involves developing updates for the existing MTADS data acquisition system to accommodate future data streams and analysis approaches and accommodating graphical products to support remediation activities and survey reporting requirements, as well as participation in field testing for those updates. The task for support of MTADS field studies and demonstrations involves providing support for field operations associated with data acquisition, preprocessing and target analysis, including the development of graphical and spreadsheet products. This will be a cost plus fixed fee, level of effort type contract, with a base year and options for four additional one year periods of performance. Although major portions of this effort will be performed at the Contractor's facilities, some parts of the work will be performed at the Naval Research Laboratory, Washington, D.C. and other Navy and DOD facilities. This solicitation is restricted as a 100% set aside for participation by small business concerns. The NAICS Code for this effort is 541710 and the size standard is 500 employees. The incumbent contractor for this effort is: AETC Incorporated, 8910 University Center Lane, Suite 900, San Diego, CA 92122. Multiple awards may be made against this solicitation. The solicitation will close 30 days after the issuance date. NRL uses Electronic Commerce (EC) to issue RFPs and amendments to RFPs.
