- Description
- The U.S. Trade and Development Agency (TDA) wishes to announce an opportunity for small business or large businesses to bid in a full and open competition to provide technical research and writing for a briefing book. TDA is funding a conference titled "Regional Chemicals Conference," which will take place in New Orleans, probably in early November. TDA seeks to contract with a U.S. firm (Contractor) to research and write the Briefing Book for the conference. The Contractor shall propose a team of two experts both with technical chemical, petrochemical and refinery expertise, and who also have a solid background on the business side of the chemicals sector. This conference will focus on opportunities for investment in chemical-related projects in Bulgaria, the Czech Republic, Hungary, Poland, Romania and Slovakia. It will feature projects in the chemical, petrochemical and refinery areas, though the contractor may recommend expanding or contracting that focus. These projects involve plant expansion, refitting, and renovations, which require the work of engineers and products supplied by U.S. companies of all sizes. A separate Indefinite Quantity Contractor (IQC) will be hired to organize the logistics and execute the conference. The briefing book contractor and the logistical conference contractor will be required to coordinate and cooperate with each other to successfully perform the work. This briefing book will require more than the contractor simply coming up with a number of projects for a project specific business book. Instead, we would like the contractor to prepare the substance of the conference for TDA's review and approval. That means recommending panel topics, identifying potential speakers, and analyzing opportunities in the region. It is a different approach to TDA's traditional briefing book, and will require more detailed research and creativity, as well as identifying the delegates. The Briefing book contractor will generally be responsible for four things. 1. Prepare a briefing book, 2. Advise TDA on the concept of the conference and identify speakers/presenters of interest to participants, 3. Recommend roughly 25 company representatives from Europe to be invited to the conference as TDA's guests, 4. Recommend a list of 200 targeted U.S. conference attendees. As part of point (2), preparing the substance of the conference, the contractor will prepare 5 Terms of Reference (TORs) and budgets for TDA grants which will be signed at the conference. The team will travel to the six identified countries to meet with possible delegates. The team may propose to work with local experts in the six countries to aid them in background research, and to join them during their country visit to provide assistance, interpretation, etc. A separate TDA sponsored Definitional Mission (DM) assessing opportunities in the plastics and chemical sector of Poland and Slovakia will be sent to the region in advance of this contract. These opportunities are important in formulating the strategy for this upcoming conference, but needs to be developed earlier. Eligible firms may compete for both the DM and this briefing book contract. The briefing book contract will be a firm fixed price contract not expected to exceed $105,000. Both small and large firms are eligible to bid for the briefing book. The Definitional Mission is not expected to exceed $25,000. The Request for Proposals for the Definitional Mission will open on April 13, 2001. The proposals for the DM must be in TDA Offices by 4:00 pm on May 10, 2001. You must send in separate requests for the DM RFP and the Briefing Book RFP. They must be bid separately and will be awarded separately. Only small businesses are eligible to bid on the Definitional Mission. TDA, located in Arlington, VA, is an export-oriented, U.S. Government foreign assistance agency committed to promoting environmentally sound, sustainable economic development and trade in middle income and developing countries. TDA assists in the creation of jobs for Americans by helping U.S. companies pursue overseas business opportunities. Through the funding of feasibility studies, orientation visits, specialized training grants, business workshops, conferences, and various forms of technical assistance, TDA helps American businesses compete for infrastructure and industrial projects in middle-income and developing countries. Among TDA's major program activities are project-specific Conferences. Conferences generally last 2-3 days and typically involve between 100-300 people. All individuals performing work in the United States under the contract must be United States citizens or resident aliens. Except for questions at the pre-proposal briefing described at the end of this announcement, any explanation desired by an offeror regarding the meaning or interpretation of this solicitation must be requested in writing no later than April 20, 2001. The competitive proposals method of solicitation as set forth in Part 15 of the Federal Acquisition Regulation (FAR) (48 CFR Chapter 1) shall be utilized for this procurement. This solicitation in no way obligates TDA to award a contract, nor does it commit TDA to pay any cost incurred in the preparation and submission of the proposal. All oral explanations or instruction, given before award of this contract will not be binding. The Request for Proposal (RFP) for this briefing book will be issued on/or about fifteen (15) days after the publication date of this announcement. Closing date for TDA receipt of briefing book proposals will be on May 23, 2001. Only written requests for the RFP will be honored. In summary, these are the dates to remember: Briefing Book announced April 13, 2001 and Closes May 23, 2001; the Definitional Mission opens April 13, 2001 and closes May 10, 2001; and the pre-bid meeting will be held on April 23rd at 11:00am.
