Description

The U.S. General Accounting Office intends to negotiate on a sole-source basis with Hummingbird Communications, Inc., 25 Burlington Mall Road, Burlington, MA 01803 for the acquisition of PCDOCS' Platinum Level Support Service for GAO's installed base of PCDOCS open software. This Platinum Level Support Service covers 24x7 telephone support, including holidays, dedicated access lines, technician response time within one (1) hour, priority support over standard support calls, dedicated account manager, direct fax of technical bulletins and other important software information and free access to PCDOCS' online forum. It is believed no other sources, other than Hummingbird Communications, Inc. are capable of providing the Platinum Level Support Services. The period of performance will be for the base period with four (4) renewal options, beginning October 1, 2001. The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one (1) source under the authority of the Federal Acquisition Regulation (FAR) 6.302. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, all proposals received within forty-five (45) days (thirty days if award is issued under an existing basic ordering agreement) after date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
