- Description
- C -- Surveying and Mapping Services for the U.S. Virgin Islands This will be an Indefinite Delivery, Indefinite Quantity Contract (IDIQC) to provide surveying and CADD mapping services related to highway design and construction services in the U.S. Virgin Islands. Survey work will include conventional highway staking and GPS control surveys. Automatic data collection in a specified format may be required. Mapping work will be from either conventional ground data methods and will be required in (Terra Model 4) computer format compatible with our software. The contract will be an initial 2-year period with an option to extend for an additional 3 years. This procurement is being made under the Small Business Competitive Demonstration Program under North America Industry Classification Code 54133, and is open to all businesses. The firm will be selected in accordance with FAR 36.602 Federal Architect/Engineer (A-E) selection procedures. All work shall be performed or approved by registered professional engineers or surveyors. Individual projects will be negotiated on a task order basis. The minimum guaranteed contract amount is $3,000 and the maximum contract amount is $2,500,000. The selection criteria will include: (1) Recent experience of the firm in providing surveying and mapping services in the U.S. Virgin Islands; (2) Professional qualifications of individuals to be assigned; (3) Past performance on other contracts in the U.S. Virgin Islands, including any awards received or references that may be contacted; (4) Capacity and capability of the firm to provide the services on short-notice; (5) Location of the firm's office in the U.S. Virgin Islands; and (6) Percentage of minorities and women, by general work classification, for the office shown on the SF 255. Note that criteria (1) through (5) are of equal importance, while criteria (6) is of lesser importance. There is no solicitation package available. Interested firms having the capabilities for this work are invited to submit a separate SF 254 for the prime and each subcontractor or joint venture firm, and a single SF 255 for the proposed team, including subcontractors and joint venture firms, by addressing a transmittal letter to the office shown. Joint Ventures must also submit a copy of the joint Venture Agreement. Part 10 of the SF 255 may be expanded, if necessary, to address the selection criteria fully. The closing date for receiving submissions will be May 14, 2001. Submission must be received by 3 P.M. in Room 309 at the above address. The Department of Transportation (DOT), Office of Small and Disadvantage Business Utilization (OSDBU), has a program to assist minority, women/owned, and disadvantaged business enterprises to acquire short-term working capital assistance for transportation related contracts. Loans are available under the DOT Short Term Lending Program (STLP) at prime interest rates to provide receivable financing. The maximum line of credit is $500,000.
