Description
The Federal Emergency Management Agency (FEMA) is currently seeking expressions of interest, comments, and input regarding the draft Statement of Work for a competitive procurement of contractor support for a project titled "Community/Faith-Based Organization Integration into Local Community Hazard Mitigation and Disaster Resistance Activities." The Contractor will provide the necessary technical expertise to support a project that is aimed at developing strategies to better integrate community-based (CBO) and faith-based organizations (FBO) into local community hazard mitigation and disaster resistance activities. The focus of this effort will be to mobilize the networking capabilities and resource base of CBO/FBOs that are operating in communities that are a part of the Federal Emergency Management Agency's Project Impact: Building Disaster Resistant Communities initiative. This effort is intended to develop strategies that can be used to better coordinate locally based risk reduction campaigns and develop approaches that can help local communities access and mobilize these CBO/FBO networks. Using basic information on how these organizations operate within both the pre-disaster and post-disaster risk reduction environments, conclusions can be made as to the best way FEMA can promote the mission of integrating disaster resistance and sustainability into all sectors of the community. Request For Information (RFI) EMW-2001-RI-0100 contains the draft Statement of Work, and will be made available at the FEMA procurement website (http://www.fema.gov/ofm/bidinfo.htm) This is the only synopsis anticipated for the resulting procurement. All responsible sources may receive a copy of the solicitation by responding in writing to the RFI, or by sending a written request to the aforementioned address. All requests for the Request For Proposal (RFP) package must be in writing, and telephone requests will not be honored. To expedite requests for the solicitation, please furnish a self-addressed gummed label; including the full solicitation number at the bottom edge of the label. Although it is expected that the RFP package will be made available on FEMA's World Wide Web page, prospective offerors are still requested to provide their company name, address, telephone number, and fax number, in writing. Additionally, as stated in the RFI, the Government intends to utilize the advisory multi-step process (See FAR 15.202) Based upon responses received to the RFI, the Government reserves the right to set aside the resulting procurement for small or minority-owned businesses.
