Description
THIS CHANGE TO SOLICITATION RFQ-IBET-03-031, THEATRE PROJECTION SYSTEM, ONLY EXTENDS THE DUE DATE. DATE IS NOW 04/19/01 AT CLOSE OF BUSINESS (4:30 PM). AMPLIFICATIONS AND CLARIFICATIONS TO THE SPECIFICATIONS WILL BE SUBMITTED BY THIS OFFICE AND ADVERTISED VIA THE COMMERCE BUSINESS DAILY PRIOR TO THE DUE DATE. Quotes may be submitted via fax: 530-621-5258. DELIVERY IS NOW 45 DAYS AFTER RECEIPT OF AWARD. PLEASE NOTE ADDITIONAL EVALUATION CRITERIA FOR AWARD. THE FOLLOWING ADDITIONAL INFORMATION IS NOW PROVIDED: 1) The existing screen is 6'1/2" high by 24'. 2) The distance from the center of the screen to the place where the projector will sit (assuming it is not ceiling mounted) is a minimum of 31'. 3) The light level in the room when the lights are totally dimmed is sufficiently dark (as in a theatre). 4) The information desk from where the projection system will be controlled is immediately behind the projection room 20'. 5) The exiting dimming system is LFI, Luminary 6-4, and automatic theatre incandescent lighting control. THESE CORRECTIONS AND CHANGES APPLY TO CITE (W-060-SN50E9R4). This solicitation is to replace existing 35mm film projection system at Mono Lake Visitor Center with a high-definition video projection system and automated theater controls. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Federal Acquisition Regulation (FAR), Subpart 12.6, as supplemented with additional information included in this notice. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 97-22. This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued. This is a request for quotation (RFQ). The North American Industry Classification System (NAICS) number is 443130 with a Small Business Administration size classification of $5.0 million. ITEM 001: 1 EACH Theater Projection System for the Mono Lake Visitor Center as per the specifications listed in this notice: Background: The Mono Lake Visitor Center is located in the Eastern Sierra in the town of Lee Vining (about 2 hours south of Reno, NV). The theater presents the film "Of Ice and Fire: A Portrait of the Mono Basin." The program repeats twice an hour for eight hours a day when the VC is open. The 35mm film is projected on a platter system. The theater is equipped with surround sound speakers. Architectural drawings, wiring diagrams, and a list of existing equipment are available at the Visitor Center. Contact Larry Ford (760) 647-3004. A pre-quote site visit is recommended. Theater Controls: Visitor Center staff will be able to run the theater from the front desk, which is directly in front of the projection booth. A simple user-interface shall allow them to run the program in an automated mode or manually. At a minimum, the theater control system will: **Start and stop the digital video presentation **Raise and lower the lights in the theater **Allow staff to monitor the program as it runs **Run on different, programmable schedules **Have an uninterruptible power supply and power surge protection **Training and documentation on system **Removable drives for backup of main program or future **Easy patching for DVD, VHS or computer sources. Additional features desired: **Announce the upcoming program **Open and close the theater doors **an emergency "stop" feature (ends program, turns on lights, opens doors)**Network access to the CPU for troubleshooting. **DVD player for redundant playback of main program **Display in the lobby showing the time until the next screening Video projection: The new projection system shall provide a high-quality visual and audio experience. The video shall be high-definition, wide-screen (16x9) and bright. The audio shall be CD quality or better and utilize the surround soundtrack of the program. The projector can be mounted on the ceiling of the theater, but placement in the projection booth is preferred. The contractor shall remove the existing projector and other items not needed for the new system. Additional Features Desired: Trade-in for the existing projector is desired. Spare projection bulb Film to Digital Video transfer: The Forest Service will supply the 35mm film and/or film and sound elements. The successful contractor shall do all the video and audio transfer and encoding needed to deliver the high-definition video on two removable hard drives. The video shall also be encoded onto a master DVD as a backup, and for potential future sales to the public (it is currently sold on VHS). Accessibility: Captioning for the hearing impaired is required. Captions can be on the picture area, but off-picture captions are preferred. Additional Features Desired: Multiple-language versions. Installation: The contract includes installation and training on the system. Warranty: The system parts and labor shall be covered for manufacture's warranty period. The system shall be supported by the contractor for a minimum of five years from date of acceptance.
